국문 초록

“북한 문제가 나오면 우리는 굉장히 작아진다.” 송민순 전 외교부 장관의 말이다. 지금도그렇다는 것이 필자의 생각이다. 북한이 도발할 때마다 우리는 말로만 제재를 외친다. 6·25 전쟁 이후부터 북한은 이 학습이 아주 잘 되어 있다. 즉, 북한은 자신들이 도발을 하더라도한국 등 국제사회가 제재 이상의 응징을 하지 않는다는 사실을 잘 알고 있다. 그 사이 북한의 핵 위협은 20년이 넘도록 질주해오고 있다. 이 논문의 목적은 앞으로는 단순한 제재보다는 우리 스스로의 대북 응징책을 마련하자는데 있다. 필자는 이를 ‘공세적 억제 전략’이라고표현하고자 한다. 이스라엘의 경우 적의 도발에 대해 반드시 보복하며, 보복은 대략 2~3배정도의 보복을 하되, 정교함과 확증파괴력이 보장되는 보복, 적이 이스라엘의 보복에 대해공포와 전율 및 후회, 그리고 재도발에 대한 의지를 상실하도록 하는 방식을 따르고 있다. 이를 반면교사로 삼을 필요가 있다.

영문 초록

The North lacks allies, possesses a wretched economic base, and has only limited conventional military capabilities. Nevertheless, North Korea could trigger a catastrophic conflict. Especially, North Korea's nuclear capabilities brought about the imbalance of asymmetric power on the Korea Peninsular, posing a serious threat to South Korea's security. Under these circumstances, South Korea keeps a tight rein on North Korea’s nuclear threat and psychological warfare that the nuclear arms could cause, preventing the North's attempt to take the upper hand in relations with South Korea and at the same time, protecting the national security until it renounces its nuclear desires. This paper addresses the necessity for preparing countermeasures to North Korea's nuclear shadow strategy. First, the paper aims to assess the North Korea’s ability of nuclear armament. Second, the paper attempts to analyze and prospect the development of Pyongyang’s strategy based on the nuclear ability. Finally, the paper makes a recommendation to South Korea: 'Offensive Deterrence Strategy'. Considering the fact that the North has a capacity of strengthening war capabilities and stabilizing the Kim Jong-Un regime, the possibility of nuclear proliferation is likely to be increased. Given the situation, in order to maximize nuclear deterrence, Seoul should reinforce its 'zero tolerance' by enhancing the cooperation with allies, as much as it is capable of. It is a high time to be creative in devising diplomatic strategy for bright future of the Korean Peninsular.
