국문 초록

잠수함 발사 탄도미사일(SLBM)을 비롯한 수중 배치 핵전력은 고도의 생존성을 바탕으로전쟁의 수행, 종결 과정에서 막대한 정치·군사적 주도권을 제공할 수 있다. 이는 전쟁 억지와 같은 방어적인 목적뿐만 아니라, 군사적인 침략, 강압처럼 공격적인 목적으로도 이용될수 있다. 이에 따라 수중 배치 핵전력에 대한 탐지, 추적, 파괴 임무의 수행을 포함하는 전략적 대잠전은 단순한 해군 작전의 차원을 넘어, 핵무기로 무장한 적에 대한 전쟁 억지를 달성, 보장하는 데 핵심적인 비중을 차지하게 되었다. 북한이 빠른 속도로 SLBM의 개발, 배치를 진행시키면서, 한국에게 수중 배치 핵전력에의한 군사적 위협은 점차 실체화되는 추세다. 이는 한국이 전략적 대잠전의 수행 능력을 조속히 확보, 발전시켜야 할 근거가 될 것임에 분명하다. 이를 위해서는 한국의 독자적인 노력뿐만 아니라, 동맹 미국과의 공조도 필수적으로 요구될 것이다

영문 초록

Sea-based nuclear forces, including submarine-launched ballistic missile (SLBM), can acquire a high level of survivability, which offers a huge politico-military initiative from war-fighting to war termination. Such a characteristic of sea-based nuclear forces can be exploited for offensive objectives like war aggression and military compellence, as well as for defensive objectives including war deterrence. As a result, strategic anti-submarine warfare, which includes detecting, trailing, and destroying hostile sea-based nuclear forces, represents a great importance on accomplishing and assuring war deterrence against a nuclear-armed enemy, not just a category of traditional naval operations. As North Korea is recently speeding up its SLBM development program, a military threat to Korea from sea-based nuclear forces is becoming more substantial. This will be a clear reason for Korea to acquire and enhance its capabilities for conducting an effective strategic anti-submarine warfare as soon as possible. In order to do this, both Korea's own efforts and cooperations with the United States will be desperately needed.
