강대국 경쟁의 재부상과 미국의 군사 전략 패러다임 전환

국문 초록

본고는 중국 및 러시아와의 전략적 경쟁이 재부상한 가운데, 새로운 군사부문 혁신을 진행하고 있는 미국의 군사전략 변화를 억제의 관점에서 해석한다. 탈 냉전기 미국은 군사혁신(RMA)과 군사변혁(MT)을 통해 확보된 정찰-타격체계를 작전형태에 따라 다양하게 적용하는 군사전략을 통해 최고정책결정자의 엄격한 통제를 받으면서도 작전적인 우위를 유지함으로써, 억제를 달성하고자 했다. 그러나 최근 중국과 러시아는 반접근 지역거부 능력을 통해 미국의 작전적 우위를 상쇄시킨 상태에서 특정한 군사적 수단의 선택이 어려운 ‘회색지대’를 중심으로 하이브리드 위협을 가하고 있다. 이를 극복하기 위해 미국은 3차 상쇄 전략의 기치 하에 군사부문 혁신을 진행 중이다. 적의 위협에 대해서 적응성, 신속성, 회복탄력성을 보장받기 위해서, 기술부문에서는 C4ISR(지휘통제컴퓨팅통신 및 정보감시정찰) 및 타격체계의 분산을 추구하는 ‘모자이크 전쟁’이라는 미래전쟁수행방식이 개념으로 제시되었으며, 이러한 개념을 실현하기 위한 군사과학기술혁신이 진행되고 있다. 작전적으로는 첫째, 전 영역에서 작전적 우위를 보장하기 위해 전평시를 망라한 경쟁과 무력분쟁을 포괄하는 ‘다영역작전’(Multi-domain Operation) 개념이 개발되고 있다. 둘째, 현재 미국의 군사전략을 직접적으로 위협하고 있는 중국과 러시아의 A2AD 능력을 극복하는 과정에서 공해전(air-sea battle) 개념의 한계를 극복하기 위한 시도로 ‘국제공역에 대한 접근 및 기동을 위한 합동교리’(JAM-GC)가 제시되었다. JAM-GC는 공해전에서 논의되지 않은 다양한 간접적인 접근을 포함하고, 직접 충돌이 발생하는 경우에는 공해전의 작전 방식을 통한 전략적 마비를 넘어서서 마비 이후의 기동 및 지역 확보를 위한 지상 작전을 포괄한다. 이러한 미국의 군사전략적 전환은 억제전략의 미래에 대한 비판적 재검토를 요구하며, 외교안보, 통일, 군사전략의 측면에서 한국의 대응 및 준비를 요구한다.

영문 초록

This paper examines the recent military innovation of the United States after the re-emergence of strategic competition against China and Russia through the perspective of deterrence strategy. In order to avoid the nuclear escalation and the exposure of weakness at the same time, the US military strategy after the Cold War tries to construct the system of various reconnaissance-strike systems, which is expected to create the operational dominance to the various threats. However, China and Russia completed their Anti Access/Area Denial capabilities in order to offset the premise of the recent US military strategy: freedom of action. At the same time, China and Russia's hybrid threats make it hard for the United States to select a pre-ordained military strategy. In order to overcome these challenges, the US initiated the military innovation named 'the third offset strategy'. The technological concept of future war-fighting, named as 'Mosaic Warfare', tries to maintain the resilience, agility and adaptability through the distribution of C4ISR and kill-chain systems and the dynamic reconstruction of effective kill-webs. In operational level, 'Multi Domain Operation' concept, which operationalizes the process encompassing competition and the armed conflict in every situation, is conceived to maintain the operational dominance in every domain including war and peace. In order to overcome the imminent A2AD threats with the current military capabilities, the JAM-GC concept tries to add the indirect approaches. Also in the situation of the direct confrontation, the JAM-GC combines the air-sea battle concept and the maneuver operations in order to offset the enemy's denial capabilities by securing the area. These paradigm shifts of US military strategy will revitalize the critical debates on the future of the deterrence strategy of the United States.
