국문 초록

미국과 중국의 강대국간 전략 경쟁은 아시아·태평양 지역, 더 나아가 전 세계의 안보질서에서 핵심적인 현안으로 인정받고 있다. 특히 중국 군사력의 급속한 발전으로 미국이 냉전의 종식 이후 차지해 왔던 군사 부문의 우위가 약화, 잠식되고 있다는 점에 주목할 필요가 있다. 그 결과 미국은 바이든 행정부의 출범을 계기로, 중국에 대한 군사적 우위, 역내에서의 방위 공약 제공 능력을 유지, 확보하기 위하여 ‘통합적 억지’ 전략을 추구하고 있다. 이는 ① 안보 위협의 유형, ② 전쟁 수행의 공간과 영역, ③ 현용 전력과 신종 군사기술, 그리고 ④ 동맹 및 우방 국가들과의 군사적 협력 등에서의 통합을 강조한다. 한국은 미국의 통합적 억지 전략이 한반도 안보에 가할 수 있는 영향을 면밀히 주시하고, 그로 인한 기회는 최대한 현실화하면서 예상되는 도전은 억제 및 최소화할 수 있는 정책적 노력을 기울일 필요가 있다.

영문 초록

The so-called “great power competition” between U.S. and China has become a key agenda for security order of Asia Pacific region and, eventually, the entire world. Especially, it is noteworthy that military superiority of U.S., which endured since the end of the Cold War, has been weakened and eroded by rapid development of China's military power. As a result, since the inauguration of Biden Administration, U.S. is pursuing the “Integrated Deterrence” Strategy to maintain and enhance both military superiority over China and capabilities for presenting defense commitment in the region. Integrated Deterrence Strategy of U.S. emphasizes integration on: 1) categories of security threats; 2) different domains for warfighting; 3) existing forces and emerging technologies; and 4) cooperation with allies and partners in the region. Korea needs to closely examine possible impacts by the Integrated Deterrence Strategy of U.S. on the security of Korean Peninsula. Concurrently Korea should exert policy efforts to maximize opportunities and minimize risks from the strategy.
