국문 초록

한국의 우주개발은 초보적인 수준에 머물러 있고, 우주력 역시 미약하다. 후발주자로서 국가안보를 위한 우주력을 키워나가기 위해서는 분명한 방향성과 우선순위를 제공하는 국가우주전략이 필요하며, 이를 군사력으로 뒷받침하기 위한 군사우주전략의 수립이 요구된다. 한국군의 우주역량을 고려할 때, 한국의 군사우주전략 목표는 단계화하여 추진해야 한다. 이에 맞추어 우주군사작전개념과 요구능력을 체계적으로 관리할 필요가 있다. 첫 번째는 우주영역인식의 단계로 우주환경과 피아에 대한 정보능력에 기반한 감시정찰이 핵심 개념이다. 두 번째는 분산전의 단계로 분산배비 및 거부능력에 기반한 우주방어에 중점을 둔다. 세 번째는 비대칭전의 단계로 제한된 공격능력을 갖추어 적대세력에 대한 국지적, 일시적 우세를 달성한다. 본 연구는 이 같은 목표 달성을 위해, 총체적 국가 우주력의 일부로서의 국방우주력의 개발, 미래 합동군사전략과 연계, 전담 조직 및 제도 마련, 다각적인 국제협력 및 민군협력체계 구축, 전문인력의 확보 등 5가지의 전략과제를 제시하였다.

영문 초록

Korea's space development remains at a rudimentary level, and its space power is also weak. In order to develop space power for national security as a latecomer, a national space strategy that provides clear directions and priorities is needed, and a military space strategy is required to support it with military power. Considering the Korean military's space capabilities, Korea's military space strategy goals should be phased out. Accordingly, it is necessary to systematically manage the concept of space military operation and required capabilities. The first is the stage of space area recognition, and surveillance reconnaissance based on the space environment and information capabilities of enemies and allies is a key concept. The second is the pre-dispersion stage, and the emphasis is on space defense based on distributed stationing and denial capabilities. The third is the stage of asymmetric warfare, and it achieves a local and temporary advantage over hostile forces with limited attack capabilities. To achieve this goal, this study presents five strategic tasks: developing defense space capabilities as part of the overall national space force, linking with future joint military strategies, preparing exclusive organizations and systems, establishing multilateral international and civil-military cooperation systems, and securing professional manpower.
