우리나라와 독일의 건강장애학생을 위한 병원학교의 운영체제에 관한 비교연구

국문 초록

국제적인 추세와 국내의 필요성을 바탕으로 그동안 교육과 수업에 있어서 사각지대에 있던 건강장애학생들이 2005년 특수교육진흥법의 일부 개정으로 특수교육대상자로 포함되어 병원학교를 중심으로 교육적 지원이 시행되고 있다. 그러나 우리나라의 건강장애아를 위한 교육적 서비스가 초기 단계에 있는 현실을 살펴볼 때에 해결해야 할 당면과제가 실제적으로 많이 있음도 부정할 수 없을 것이다. 따라서 본 연구는 비교교육학적인 측면에서 우리나라와 독일의 건강장애학생을 위한 병원학교의 운영체제에 관하여 조사 연구함으로서 건강장애학생들의 학습 및 교육권 보장뿐만 아니라 장차 원적학교로의 재통합을 위한 기초적인 자료를 제공함을 목적으로 한다. 연구방법으로는 두 나라의 관련 문헌조사를 비롯하여 인터넷 검색자료와 표본으로 선정된 몇몇 병원학교를 직접 방문하여 시설 견학과 관계자와의 면담을 통하여 필요한 정보와 자료를 수집하였다. 몇 가지 연구결과를 살펴보면 우선 건강장애 및 병원학교의 개념을 비롯하여 입학과정, 수업형태 및 방법, 수업내용 및 방법, 교장 및 교사의 구성, 병원학교와 관련 기관과의 협력관계 등 일련의 운영방식에서 두 나라간의 차이점과 특성들을 발견할 수 있었다.

영문 초록

Those children and adolescents in ill-health, who have long been kept out from education and learning opportunities, are have now become the recipients of special education as a result of partial amendment of the 2005 Special Education Promotion Act, with the global trend and strong local demand. It is very commendable that educational support is being implemented, starting from the hospital schools. Yet, considering the reality that education services for those in ill-health are still at nascent stage in Korea, it cannot be denied that there are still a number of urgent and unresolved issues. Therefore, this study explores into the operation system of hospital schools for children and adolescents in ill-health Germany, comparing the system in Korea. The purpose of this study is to provide not only guarantee of right to learning and education to children and adolescents but also the basic materials for re-integration with regular schools. As research methodology, we have gathered necessary information and data from literatures and documents of both countries, from internet search, by visiting several hospital schools selected as samples to see the facilities and to interview the people concerned. Upon close examination of the research findings, we have discovered some differences and unique characteristics in both countries in the concept of ill-health and hospital schools, and the ways of operation such as the admission procedure, class type and method, class contents and method, principal and teacher structure, and cooperation relationship between hospital schools, related institutions and persons.
