경기도 특수교육지원센터 교사를 통해 살펴본 특수교육대상자 진단·평가 및 선정·배치 실태와 질적 제고 방안

국문 초록

연구목적: 본 연구는 특수교육지원센터에서 특수교육대상자 진단 평가 업무 및 특수교육운영위원회 선정 배치 운영 지원을 담당하는 교사들과 포커스 그룹 인터뷰를 통해 특수교육대상자의 진단·평가 및 선정·배치에 관한 전반적인 운영 실태를 심층적으로 알아보고, 효율적 운영을 위한 실질적 요구에 기반 한 개선방안을 모색하는데 목적이 있다. 연구방법: 특수교육지원센터 담당자들과의 인터뷰를 통해 반구조화 질문으로 심층면담을 실시하고 3단계 코딩 과정에 따라 자료를 분석하였다. 연구결과: 본 연구의 주요 결과로 첫째, 특수교육지원센터의 진단·평가 및 선정·배치를 위한 특수교육운영위원회 운영으로 이루어진 체제와 실제 운영의 차이로 인하여 여러 어려움을 겪는 것으로 나타났다. 둘째, 특수교육지원센터의 진단·평가 및 선정·배치의 질적 제고를 위해서 교육적 진단 역할 강화에 따른 개선방안과 교육적 배치 및 지원 강화를 위한 법적, 제도적 개선을 통한 지원체제 구축이 필요한 것으로 나타났다. 결론: 특수교육대상자 진단·평가와 선정·배치, 이들과 교육적 지원 간의 긴밀한 체제 구축, 예방적 차원의 특수교육 지원체계를 마련을 위한 대상자 선정에 대한 차원적 접근, 완전통합 배치 학생의 특수교육 지원 등의 쟁점을 논의하고 후속연구를 제언하였다.

영문 초록

Purpose: The purpose of the study is to investigate the current process of diagnosis/evaluation and selection/placement of students with special needs through the focus group interviews with representatives of Special Education Support Centers and to explore improvement plans based on their practical needs for efficient operation. Method: As a semi-structured questionnaire, the interview was conducted with the staff of the Special Education Support Centers and the data were analyzed with a three-step coding process. Results: The results of this study were as follows. First, it was found that various difficulties were encountered due to the differences between the operating system and the reality in the process of diagnosis/evaluation of the Special Education Support Center and selection/placement of the Special Education Operation Committee. Second, it was found that it was necessary to establish a support system through legal and institutional improvements to improve the educational diagnosis role and strengthen the educational placement and support. Conclusion: With the suggestions for future research, necessities to establish a close and preventive system among diagnosis/evaluation, selection/placement, and educational support as well as dimensional approach for eligibility and special education support for students with full-inclusion placement were discussed.
