국문 초록

본 연구는 서구 복지국가 발달을 설명하는 정치·사회적 요인을 포함하여 중국 지방정부를 대상으로 사회보장재정지출 결정요인을 실증 고찰하였다. 이를 위해 2007~2022년까지, 31개 지역의 패널자료를 구축하고 이원고정효과 모형을 적용하였다. 정치·사회적 요인으로는 도·농 소득격차와 노동쟁의 사건 연루자의 수를 대리변수로 투입하였고, 선행연구의 제언에 따라 경제발전 수준 대비 사회보장재정지출이 높고 낮은 지역을 선정하여 추가로 결정요인을 분석하였다. 분석 결과, 노년부양비와 도·농 소득격차, 1인당 재정수입이 1인당 사회보장재정지출액에 유의미한 정적(+) 관계를 보였다. 지역별로는 GRDP 대비 사회보장재정지출액의 비중이 낮은 지역은 도시실업률 수준만이 부적(-)으로 유의했고, 비중이 높은 지역은 GRDP와 도시화 비율, 노년부양비, 인구 만 명당 노동쟁의 사건 연루자의 수가 지출에 영향을 미쳤다. 이 결과는 중국 지방정부의 사회보장재정 지출 증가에 있어 재정적, 정치·사회적 요인의 영향력이 유효함을 의미한다.

영문 초록

This paper explores the determinants of social expenditure among Chinese provincial governments with spending autonomy. Time series cross-sectional (TSCS) data are analyzed from 31 provincial governments after the 2007 fiscal reform, and Two-way fixed effects are applied for estimation. This research focuses on the applicability of Western theories, which highlight the importance of socio-political factors, in the non-democratic Chinese context. To assess this, two proxy variables are employed: urban-rural income disparity and the number of laborers involved in labor disputes. These variables are analyzed alongside factors that support the industrialization theory. Furthermore, the paper investigates two distinct groups of provincial governments that exhibit different levels of social spending. The findings indicate that while the industrial theory remains valid, socio-political factors cannot be disregarded. This suggests that future studies on welfare expansion in authoritarian regimes need to consider the socio-political factors within their respective contexts.
