국문 초록

본 연구는 1978년 레온티에프의 유엔보고서에서 제시한 세계경제의 미래 시나리오에 더 많은 가능성과 함께 이에 따른 정책적 함의를 부여할 수 있는 실증적 분석을 제공하였다. 레온티에프의 보고서는 세계경제 및 정치, 환경 등 구체적인 분야에서 그 특성을 잘 구분한 하나의 거대 지형적 지도를 제시하였는데, 각 지역의 빈곤퇴치, 환경문제의 조정, 방위예산의 감축, 고강도 군축을 이끌어 내는 등 유엔의 미래과제에 결정적으로 기여할 것으로 기대되었다. 그러나 이 보고서는 정책에 반영할 수 있는 수준의 구체적인 실증적 분석이 부족하였다. 따라서 본 연구는 레온티에프의 보고서가 제공할 수 없었던 보다 현실적이고 구체적인 사회후생적 목표를 파악하고 활용할 수 있는 실증적 자료를 제공하는 것에 그 목적을 둔다. 실증분석을 돕는 자료의 수집은 쌍대비교 기법을 사용하고 그 대상 전문가그룹은 1978년 레온티에프의 보고서가 나온 당시의 세계지역과 국가들의 사회후생에 관한 내용에 관련된 지식 및 정보를 보유한 것으로 가정되는 정책입안자 혹은 정책결정자 등으로 구성된다. 이 보고서에서 사용된 분석기법을 비교효용분석이라 부른다.

영문 초록

In this paper, we attempt to develop a new set of empirical materials that might now allow a Leontief to go well beyond the scenarios he was asked to consider. Leontief, in his 1978 UN study, developed a detailed large-scale physiographic global mapping of the world. The study was intended to be used by UN for attacking world problems such as alleviating poverty, controlling environmental degradation, reducing military expenditures and achieving a high level disarmament. But it was short of seeking applications that would involve development of policy for use by political authorities. In this context, the empirical materials that we introduce to develop in this paper would make possible to identify more realistic and specific social welfare goals than what those scenarios that Leontief developed at that time could do. The new set of empirical materials are obtained through pairwise comparisons to be made by the relevant policy - or decision-maker concerned with a social welfare problem of the world`s regions and nations - such as the 1978 ones of the United Nations. This approach has been designated a relative utility approach.
