국문 초록

이 연구는 균형성과표(Balanced Scorecard)와 네트워크 자료포락분석(Network Data Envelopment Analysis)을 결합하여 향상된 경찰성과평가 시스템을 개발하는데 그 목적이 있다. 균형성과표는 개념적 틀(conceptual framework)을 제공하고, 네트워크 자료포락분석은 이를 과학적으로 분석하는 도구로 활용되었다. 서울경찰청 산하 31개 경찰서를 대상으로 사례 연구를 실시함으로써, 제안된 경찰평가시스템의 실제 활용 가능성과 다양한 이점들을 구체적으로 탐색하였다. 균형성과표와 자료포락분석은 서로 상호보완적이어서, 성과관리와 향상을 위한 보다 실질적이고 유용한 정보를 제공한다. 종합적인 성과평가 결과 뿐만 아니라 재무·학습과 성장·업무프로세스·고객 등 4가지 관점의 성과평가 결과를 함께 제시하였다. 상대적으로 효율적이지 못하다고 평가된 경찰서에 대해서는 효율적으로 운용되기 위한 실질적인 대안을 제시하였다.

영문 초록

This study aims to develop an improved performance measurement system for police agencies by combining the Balanced Scorecard (BSC) and the Network Data Envelopment Analysis (NDEA). The BSC provides the conceptual framework, while the NDEA provides the analytical tool. This study attempts to test practical relevance of the system and explore various advantages of it by using a case study of 31 police stations under the Seoul Metropolitan Police (SMP). The BSC and DEA are complementary to each other, so the combined use of them may provide more useful information for performance management and improvement. The NDEA model presents the overall performance as well as the network performance from the four key perspectives such as financial, learning and growth, internal business process, and customer perspective. The NDEA also presents the practical ways in which inefficient police stations become more efficient.
