외국인 밀집지역에서 범죄피해 두려움에 관한 연구

국문 초록

우리 사회는 외국인 노동자, 결혼이주여성, 외국인 유학생 등의 거주로 인해 다문화 사회로 진입하였으며, 앞으로 다문화사회의 성숙단계로 나아가고 있다. 다문화사회의 진입에서 외국인은 그들의 밀집지역을 형성하면서 문화적 특성을 유지시키거나 발전시키며, 지역사회의 경제를 활성화시키는 역할을 제공한다. 하지만 외국인 밀집지역에서는 내국인은 외국인 유입으로 인해 주거만족 저하 및 안전에 대한 불안감 등을 형성하는 문제를 지니고 있다. 본 연구에서는 외국인 밀집지역에서 내국인이 겪는 범죄피해두려움에 미치는 영향요인을 파악하였다. 특히 외국인 밀집지역에서 겪는 지역사회의 특성과 외국인에 대한 갈등, 편견, 수용 등 외국인의 인식에 따른 범죄피해두려움에 어떠한 영향을 미치는가를 살펴보고자 하였다. 이러한 연구목적을 달성하고자 한국형사·법무정책연구원에서 시행한 ‘외국인 밀집지역 안전현황과 정책과제’의 2차 데이터를 활용하였다. 연구결과, 외국인 밀집지역의 지역사회 특성에서는 이웃유대, 물리적 무질서가 범죄피해두려움에 영향을 미치는 것으로 조사되었으며, 외국인의 인식에 있어서는 외국인 편견이 범죄피해두려움에 영향을 미치는 것으로 조사되었다. 또한 이들의 영향요인을 비교한 결과, 외국인 편견, 물리적 무질서, 이웃유대 순으로 범죄피해두려움에 영향을 미치는 것으로 조사되었다. 이러한 연구결과를 바탕으로 외국인에 대한 인식과 더불어 범죄피해두려움을 최소화 할 수 있는 정책적 제언을 제시하였다.

영문 초록

Our society has entered a multicultural society due to the residence of foreign workers, married immigrant women, and foreign students, and is moving toward the maturity stage of a multicultural society. When entering a multicultural society, foreigners form their densely populated areas, maintain or develop cultural characteristics, and provide a role to revitalize the local economy. However, in areas densely populated by foreigners, the influx of foreigners has a problem of lowering housing satisfaction and forming anxiety about safety. In this study, we tried to figure out the factors affecting the fear of crime victims experienced by Koreans in areas densely populated by foreigners. In particular, the purpose of this study was to examine the characteristics of the local community experienced in areas densely populated by foreigners and how it affects the fear of crime victims according to the perceptions of foreigners, such as conflict, prejudice, and acceptance of foreigners. To achieve the research purpose, secondary data from the ‘Safety Status and Policy Tasks in Areas Concentrated by Foreigners’ conducted by the Korea Institute for Criminal and Justice Policy were used. As a result of the study, it was investigated that ties with neighbors and physical disorder had an effect on fear of crime in the characteristics of the local community in densely populated areas of foreigners. Also, as a result of comparing these influencing factors, it was found that foreigner prejudice, physical disorder, and ties to neighbors affected the fear of crime victims in the order of preference. Based on these research results, policy recommendations were presented to minimize the fear of crime victims as well as the perception of foreigners.
