우리나라 청소년 음주의 사회적 비용에 대한 연구

국문 초록

본 연구에서는 청소년의 음주로 인한 사회적 문제를 조명하고 이를 예방하기 위한 대응책에 관하여 연구하고자 하였다. 청소년 음주실태에 따른 연도별 통계추이의 변화와 더불어 청소년 음주의 사회적 비용과 관련한 범죄 관련성과 질병, 교통사고와의 관련성을 살펴본 결과 청소년의 음주로 인한 사회적 문제와 비용이 많은 수치를 나타낸 것은 아니지만 사회적으로 문제가 되고 있음을 알 수 있었다. 이를 예방하기 위한 대응방안을 다음과 같이 제시하고자 한다. 첫째, 현행 청소년 음주에 대한 예방 교육은 대부분 학교 안에서 이루어지고 있는 것이 현실이다. 따라서 학교밖에서도 청소년 음주의 심각성을 알리고 정서적으로 안정을 줄 수 있도록 심리상담이나 사전예방 교육프로그램의 실시가 필요할 것이다. 둘째, 주류업체에서는 단순히 주류의 판매에만 몰두할 것이 아니라 올바른 음주문화 정착을 위한 청소년 음주 예방을 위한 계도 및 캠페인의 지속적인 실시와 교육프로그램의 제공 등 사회적 공헌을 위한 활동이 필요할 것이다. 셋째, 청소년 음주와 관련하여 청소년의 구입의 용이성에 따라 음주가 발생하는 것으로 현행법상 판매한 대상에게만 그 책임지게 하고 있는데 청소년 음주의 예방을 위해서는 음주의 구입에 따른 청소년의 책임을 지도록 제도적 보완이 필요할 것이다.

영문 초록

The majority of juvenile crimes are caused by drinking, and drinking in adolescents can be said to cause social problems as much as adult experiences and frequency. In order to reduce drinking problems among teenagers, the government is making great efforts to prevent social problems by recognizing drinking problems and reducing the drinking rate. Therefore, in this study, we wanted to study countermeasures to shed light on and prevent social problems caused by drinking among teenagers. We looked at the drinking status of teenagers in relation to youth drinking. First, we looked at the trend of annual changes in the drinking rate and the risk drinking rate of teenagers, and looked at the annual statistical trend on the route of alcohol purchase and the ease of alcohol purchase by teenagers. The changes in the annual statistical trend caused by drinking among teenagers, as well as the relevance of crime, disease, and traffic accidents related to the social cost of drinking youth, showed that the social problems and costs caused by drinking among teenagers were not high, but were becoming social problems. In this study, we would like to present the following countermeasures to shed light on and prevent social problems caused by teenage drinking. First, the reality is that the current preventive education for youth drinking is mostly conducted in schools. Therefore, psychological counseling or pre-prevention education programs will be necessary to inform the seriousness of youth drinking outside of school and provide emotional stability. Second, liquor companies will not simply focus on the sale of alcoholic beverages, but will need activities for social contribution, such as the continued implementation of guidance and campaigns to prevent youth drinking to establish a proper drinking culture and the provision of educational programs. Third, drinking occurs according to the ease of purchase of youth drinking, and only those who sold it are held responsible under the current law. In order to prevent youth drinking, institutional supplementation will be necessary to hold teenagers responsible for the purchase of alcohol.
