연료유 바지선 순회 공급 활성화 방안 연구

국문 초록

2020년 1월 1일 국제해사기구(IMO: International Maritime Organization)의 황산화물(SOx) 규정이 발효되었다. SOx 규정은 선박에 급유되는 선박연료유의 황산화물 함유량을 0.5% 이하로 규제하는 것으로, 동 규정이 발효되기 이전에는 함유량이 3.5% 이하로 규제되어 왔다. 전례 없는 선박용 연료의 대전환이 시작돼 전 세계 7만척 이상의 선박이 규제 적합유로의 전환을 수행 중에 있다. IMO의 SOx 규정 발효를 배경으로 본 연구는 우리나라 연료유 바지선의 면세 현황과 주요국 동향을 검토하고 순회 공급 활성화 방안을 검토하였다. 순회 공급이 활성화되면 국적 선사들이 안정적으로 선박벙커유를 조달받고, 우리나라 주요 항만들이 국내외 주요 선사들이 벙커링을 위해 선호하는 항만이 되어 저유황유 시대를 선도하는 글로벌 벙커링 거점 항만으로 도약할 수 있다. 본 연구는 2020년 발효된 SOx 규제에 효과적으로 대응하기 위해 우리나라가 순회 공급을 보다 활성화하기 위한 구체적인 방안을 제안한다. 규제 발효 이후 약 1년이 경과한 시점에서 2020년 IMO의 SOx 규제에 대한 효과적 대응방안을 마련하는 것이 바람직하며 정부의 제도적 지원도 필요하다고 판단된다.

영문 초록

Purpose : This study aims to derive concrete polices to activate the circuit fuel oil supply from barge ships in the Korean shipping industry. Research design, data, methodology : Through interviews with related persons engaged in shipping companies, the study examined the status of tax exemption on fuel oil for ships in Korea and the trends of major countries, thus confirming the necessity for activation of circuit fuel oil supply from barge ships in the Korean shipping industry. Results : The present study suggests that Korea needs to consider the activation of a circuit fuel oil supply policy to take preemptive action against the 0.5% sulfur fuel oil regulations in 2020. In particular, it is necessary to supplement the current policy in such a way that bunker oil barges would continuously respond to multiple incoming cargo ships. Conclusions : Through a policy regarding the activation of circuit fuel oil supply from barge ships, Korea’s major ports can become ports favored by major domestic and foreign shipping companies for low sulfur bunkering. Thus, a global bunkering hub port leading the low sulfur bunker oil era can be developed.
