국문 초록

안전한 지역사회를 만들기 위해서는 정부와 지역사회가 다양한 협력을 통해 안전한 환경을 만들어 가는 것이 필요하다. 이에 행정안전부와 경찰청은 범죄예방을 노력을 기울이고 있다. 그러나 아직까지 국민들은 범죄로부터 안전이 충분히 확보되었다고 인식하고 있지 않다. 통계에 따르면, 국민들은 범죄에 대한 두려움을 갖고 있으며, 가로등, CCTV와 같이 범죄예방 시설이나 장비의 유무에 따라 우리 생활환경에 범죄가 발생할 가능성이 높은 범죄취약지역이 존재하고 있음을 알 수 있다. 따라서 주민들이 범죄로부터 안전하고 안심하게 생활을 영위할 수 있도록 범죄를 예방할 수 있는 노력을 기울여야 한다. 그러나 범죄취약지약에 대한 경찰조직의 활동만으로는 효율적인 범죄예방이 이루어지기 어렵다. 이는 치안수요의 증가에 한정된 경찰조직의 인력 및 자원으로 충족시킬 수 없기 때문이다. 따라서 경찰과 민간부문이 함께 치안서비스를 제공하는 협력치안이 대두되고 있으며, 민간차원의 치안서비스를 제공하는 민간경비의 역할이 중요하다. 이에 이 연구의 목적은 지역의 공간 특성에 따라 발생하는 범죄의 유형을 분석하고 민간경비의 범죄예방 역량을 강화할 수 있는 방안을 모색하는 것이다. 이 연구는 공간특성 맞춤형 민간경비서비스 중점업무 설계, 시설 및 지역의 범죄예방환경설계 원리 적용, 범죄예방제도의 활용을 통한 협력치안 강화, 범죄발생 관련 정보의 활용, 인적·물적 경비역량 강화 등을 민간경비의 범죄예방 강화 방안으로 제시하였다.

영문 초록

To create a safe community, it is necessary for the government and the community to create a safe environment through various cooperation. In response, the Ministry of Public Administration and Security and the National Police Agency are making efforts to prevent crimes. But so far, the public does not recognize that there is enough security from crime. Statistics show that people are afraid of crime and that there are crime-prone areas in our living environment, depending on the presence of crime prevention facilities or equipment, such as streetlights and CCTVs. Therefore, efforts should be made to prevent crime so that residents can lead a safe and secure life from crime. However, the police organization s activities against criminal weakness alone cannot prevent efficient crime. This is because they cannot be met with the manpower and resources of the police organization limited to the increase in security needs. Therefore, cooperative measures are emerging in which the police and the private sector provide security services together, and the role of private security in providing security services at the private level is important. The purpose of this study is to analyze the types of crimes that occur according to the spatial characteristics of the region and to explore ways to enhance the crime prevention capacity of private expenses. The study suggested the design of the private security service focused on space characteristics, the application of the principle of CPTED and areas, strengthening cooperative measures through the use of the crime prevention system, the use of information related to crime occurrence, and the enhancement of human and physical security capabilities.
