국문 초록

우리나라의 공예는 공예의 특성상 미술ㆍ문화적인 공예와 산업적인 공예로 나뉘어져 있으며, 이에 따른 공예정책이 뒷받침되고 있다. 미술ㆍ문화의 영역과 산업영역의 공예정책은 분명하고 명확한 목적의식과 장기적인 비전이 다소는 미흡하지만, 시대적 상황과 경제적 현실에 따라 점차 개선되어지면서 시행되고 있다. 공예를 문화의 일부로 보는 문화체육관광부, 문화재청과, 산업의 일부로 보는 산업통상자원부, 중소기업청으로 나뉘어져, 독립된 공예정책이 아닌 다른 정책의 일부에속해서 현재까지 진행되어 왔던 것이다. 본 연구는 한국공예산업의 현주소를 자세히 짚어보고, 공예산업의 현황과 개선해야할 점을 찾아 한국의 공예문화산업 발전방안을 제시하는 것을 목적으로 한다. 연구방법으로는 한국의 공예산업 현황을 먼저 조사하고 중앙부처 및 지방자치단체별 공예문화산업 지원현황을 조사하여, 최종적으로 전국행사인 대한민국공예품대전’ 전국 시ㆍ도별 지원을 예로 들어 지원정책 예산의 중복성을 찾으려 한다. 정부가 공예문화산업 지원부처의 통일을 가져올 수 없다면, 차선책으로 부처별 또는 체계적으로 분리하여 정책집행을 하여야 한다, 먼저 전국의 공예실태조사를 통한 장기적인 공예정책 수립과 정부예산의 종합적인 분석을 통하여 중복예산을 지양하고 효율적인 예산집행을 해야 만이 공예문화산업을 고부가가치 산업으로 성장시킬 수 있을 것이다.

영문 초록

Korea crafts are divided into arts and cultural arts and industrial arts due to the characteristics of crafts, and the arts policies supported by them are supported. The arts and culture and arts and crafts policies of the industrial area are obviously lacking in purposeful purpose and long-term vision, but are gradually being improved in accordance with the times and economic reality. It is divided into the Ministry of Culture, Sports and Tourism, the Ministry of Culture and Tourism, the Ministry of Industry and Commerce, and the Small and Medium Business Administration, which are considered to be part of the industry. The purpose of this study is to present the present status of the Korean craft industry, to present the current status of the craft industry and to suggest ways to improve the Korean craft industry. As a research method, we first surveyed the current status of the craft industry in Korea and examined the current status of support for the craft industry by the central and local governments. Finally, Try to find redundancy. If the government can not bring about the unification of the Ministry of Crafts and Cultural Industries, the next step should be to separate and systematically separate and implement the policy. First, by establishing a long-term craft policy through nationwide surveys on the status of crafts, It will be possible to grow the arts and crafts industry into a high-value-added industry by avoiding redundant budgets and implementing efficient budgeting.
