무질서와 범죄와의 관계에 대한 문헌분석

국문 초록

본 연구의 목적은 무질서와 범죄와의 관계를 연구하는 분야에 있어 보다 이론 지향적이고 방법론적으로 우수한 연구를 촉진시키는데 있다. 깨진유리창이론이 좀 더 객관적으로 이해되고 관련 정책들이 더욱 효과성을 발휘할 수 있기 위해서는 한국을 비롯한 많은 나라에서 보다 신뢰도 높은 연구가 많이 수행되어야 한다. 이러한 목적을 달성하기 위해 필자는 깨진 유리창이론과 서구에서 이루어진 11건의 경험적 연구들을 종합적으로 분석하여 다양한 이론적, 방법론적 이슈들을 추출해내고 명확히 하였다. 그런 다음 방법론적 표준에 대해 나름대로의 제언을 시도해보았다. 문화가 범죄를 비롯한 여러 사회현상들의 형성에 미치는 결정적인 역할을 고려해보았을 때, 각기 독특한 문화를 가진 나라에서는 서구에서 시작된 무질서와 범죄 관련된 정책들을 도입 시행하기에 앞서 좀 더 많은 양질의 경험적 연구들이 수행되어야 한다고 사료된다. 특히 무질서에 대한 관용의 정도가 서구에 비해 좀 더 큰 한국에서는 무질서와 범죄와의 인과관계가 상대적으로 약할 수도 있을 것으로 사료되는 바 이에 대한 과학적 검증이 요구된다 하겠다.

영문 초록

The purpose of this paper is to motivate and facilitate future research to follow more theory-driven and methodologically sound approaches in the area linking neighborhood disorder and crime. The author believes that more credible studies should be performed in the broken windows field in many countries including Korea so that the broken windows theory receives a fairer judgment and the disorder-and/or crime-related policies become more effective. To accomplish the goal, the author attempted to clarify various theoretical and methodological issues via comprehensive review of the broken windows theory and 11 empirical studies. It was accompanied by some suggestions on methodological standards. Considering the crucial role that culture plays in the formation of social phenomena including crime, the author argues that more reliable studies have to be performed in each country before it adopts the Western-originated policies on disorder and crime problems. It may well be speculated that the causal link between disorder and crime would be weaker in Korea than in the Western countries because disorderly behavior and conditions tend to be more tolerated in Korean society than in the Western counterparts, which well deserves scientific verification.
