'민간경비' 용어의 수정 필요성에 관한 고찰

국문 초록

민간경비 부문은 지난 30여 년간 비약적인 성장을 거듭해왔으며 민간경비 관련 학문역시 양적으로나 질적으로 괄목할만한 발전을 지속하고 있다. 길지 않은 학문의 역사에 비춰볼 때 매우 긍정적이며 발전적인 모습이 아닐 수 없다. 그럼에도 불구하고 용어의 적절성이나 정확성에 대한 비판적 검증 없이 '민간경비'란 용어가 단지 편의상 계속 사용되고 있는 것은 문제가 아닐 수 없다. 민간경비의 성격상 영리를 목적으로 비용을 지불한 특정 개인과 집단에게만 필요한 치안서비스를 제공해야 하지만 '민간'이란 용어를 사용함으로써 시민단체나 주민들의 방범활동과 같은 비영리 목적의 활동까지 민간경비의 범주에 포함시켜야 하는 문제가 발생하고 있다. 또 '경비'란 용어를 사용함으로써 민간조사, 산업보안, 지식정보보안, 시큐리티 컨설팅 등 민간경비 본래의 주요한 기능과 업무들을 제대로 포함하기 어려운 문제를 낳는다. 아무리 광의의 개념에서 접근한다고 하더라도 이와 같은 부문을 경비의 개념으로 설명하기에는 무리가 따르기 때문이다. 따라서 문제가 되는 '민간경비' 용어를 정확하고 적절한 용어로 바꿔야 하며, '민영보안'이란 용어가 이러한 조건에 가장 부합하는 용어로 판단된다. '민영'이라는 용어의 경우 우선 영리를 목적으로 하는 민간경비의 성격과 부합하는데다가 민영미디어랩, 민영의료보험, 민영정보통신 등 다양한 선례가 있다. 형사사법에 있어서도 민간화라는 용어보다는 '형사사법의 민영화' 등 민영화라는 용어를 사용한다. 민간교도소라는 용어대신에 민영교도소를 사용하고 있기도 하다. '보안'이라는 용어 역시 최근 산업보안, 사이버보안, 정보보안 등 이미 시큐리티 관련 많은 분야에서 광범위하게 사용되고 있으며 상당히 정착돼 있다. 최근 보안산업의 추세가 하루가 다르게 변화하고 있는 현실에서 과거 군사문화의 유산과도 같은 '경비' 용어를 고수한다는 것은 문제가 아닐 수 없다. '경비'라는 용어가 풍기는 구시대적이고 아날로그적인 이미지가 궁극적으로 민간경비의 본래 개념과 기능을 왜곡시키고 축소하는 부작용까지 낳고 있기 때문이다. 결국 민간경비 관련 학문의 정체성 확립을 위해서 그리고 관련 분야와 영역 축소 방지를 위해서도 '민간경비' 용어 수정은 반드시 그리고 가능하면 빠른 기간 내 이뤄져야 할 것이다.

영문 초록

Private security in South Korea has been growing remarkably during the last 30 years. The researches on private security in South Korea have also developed in terms of quantity and quality, which renders positive and constructive impression. It is problematic to use the term 'private security' only for convenience without examining the accuracy and propriety of the term. Private security presupposes to give security services exclusively to those who pay the fee because of its for-profit nature. Using the term 'civilian' rather than 'private', however, could cause to classify the non-profit organization's activity for crime prevention into the realm of private security. Using the term 'guarding' rather than 'security', in addition, may also cause to exclude private investigation, industrial security, knowledge-information security, security consulting which are the core functions of private security from the realm of private security. Even the widest concept of guarding cannot involve and explain these functions. Thus it is necessary to make correction of the term 'private security' accurately. It should reflect the essential nature of private security and also be widely used in the security industry, as the privatization of criminal justice is more proper terminology than the civilianization of criminal justice and private prison is more proper than the civilian prison. The term 'security' has widely been used recently in security-related field such as industrial security, cyber security and information security. It is hardly to believe to use the term 'guarding' in the rapidly changing circumstances of security industry, since the term 'guarding' implies the old fashion and even analog image which could eventually distort the fundamental concepts and functions of private security and reduce its boundary. The correction of the terminology of private security, therefore, should be made as soon as possible in order to establish the academic identity of private security and accelerate the development of private security.
