사회복지지출이 경제성장을 저해하는가?

국문 초록

사회복지지출과 경제성장 간의 관계 분석에 있어 내생성은 핵심적인 이슈이다. 본 연구는 경제성장에서 사회복지지출로의 역의 인과관계를 도구변수법과 구초방정식모형을 사용하여 통제하였고， 그 분석 결과를 살펴보면, 단순 최소자승추정법을 통한 추정에서 관잘 되었던 사회복지지출과 경제성장 간 음의 관계는 사라지는 것으로 추정되었다. 더욱이 1기 래그된 사회복지지출을 사용한 도구변수법과 구초방정식모형에서는 통계적으로 유의하게 사회복지지출이 경제성장을 촉진하는 것으로 나타났다. 이러한 결과는 통계적으로 유의미할 뿐만 아니라 경제 적으로도 유의미하여, 사회복지지출이 표준편차인 5.9 % p만큼 증가하면 연간 경제성장률이 0.8~1.0%p만큼 증가하는 것으로 추정되었다. 그리고 이는 사회복지지출과 경제성장 간의 관계에 대한 실증분석에 있어서 역의 인과관계를 통제하는 것이 매우 중요함을 의미한다. 또한 시차를 얼마로 설정하는가도 중요한 것으로 나타났는데, 이것은 사회복지지출에서 경제성장으로의 영향의 시차와 경제성장과 경기변동에서 사회복지지출로의 영향의 시차가 서로 상이 합에 기인하는 것으로 추측된다. 사회복지지출의 확대가 경제성장을 저해하지는 않는다는, 본 연구의 실증분석 결과는 사회복지지출의 확대를 무조건 반대할 것이 아니라 경제와 사회 발전 수준에 부합되는 적정수준으로 사회복지지출을 조정해야 한다는 정책적 합의를 지니고 있는 것으로 해석 될 수 있다.

영문 초록

This paper empirically investigates the effect of the social expenditure on the economic growth. The problem of reverse causality makes it hard to discern the effect of the social expenditure on the economic growth. This paper shows that negative relationship found in OLS disappears when the endogeneity is controled by using instrument variables or structural equation modeling (SEM) . We even find a statistically significant positive relationship when 1-period lagged social expenditure is used. Our estimates predict that one standard deviation increase in the social expenditure, 5.9%p, increases annual economic growth by 0.8 ~ 1. 0 %. Our results imply that it is important to control for reverse causality when analyzing the effect of the social expenditure on the growth. A natural policy implication of our study is that the social expenditure does not harm economic growth and that it is necessary to increase appropriately the social expenditure with economic growth and social development.
