재정정책의 경기대응에 대한 평가

국문 초록

본 연구는 구조적 재정수지를 추정하고, 구조적 재정수지로 파악된 정부의 재량적 재정정책기조가 경기상황에 적절하였는가를 살펴보고 있다. 구조적 재정수지는 개념상의 명확성에도 불구하고 잠재 GDP와 재정 수입 및 재정지출의 GDP 탄력성에 따라 크게 변화할 수 있다는 추정상의 불확실성이 존재한다. 이를 평가하기 위해 다양한 방법으로 구조적 재정수지를 추정한 결과, 구조적 재정수지는 대체로 유사하게 나타나 추정상의 불확실성은 높지 않은 것으로 판단된다. 다음으로는 구조적 재정수지를 이용하여 재정정책기조를 평가하였다. 실증분석 결과, 재접 저택의 재량적 재정정책은 경기 하강기에는 확장적으로 반응하고 경기상승기에는 긴축적으로 반응한 것으로 나타났다. 다만 조세정책은 경기역행적인 것으로 나타나 경기안정화를 저해하였는데, 이는 조세정책의 경직성에 따른 것으로 보인다. 반면, 재량적 재정지출은 조세정책의 경기역행성을 충분히 상쇄할 수 있을 만큼 경기변동에 효과적인 방향으로 작동하였다. 한편, 경기변동에 따른 재정의 자동안정화 기능은 미약했던 것으로 나타났다 이상의 실증분석 결과, 우리나라의 재정정책기조는 대체로 시기적절하게 설정되었던 것으로 볼 수 있다 더불어 우리나라의 경우 재정의 자동안정화 기능이 상대적으로 미약한 상황이므로 경기조절을 위한 재량적 재정정책의 중요성이 크다는 점을 시사한다.

영문 초록

Based on structural fiscal balances, this study evaluates whether the government's discretionary fiscal policy has been suitable for changing economic conditions and then examines the key factors affecting the structural fiscal balance. This study estimates the structural fiscal balance in various ways that all delivered similar results, meaning that the uncertainty arising from the estimation of the structural fiscal balance is not very high. The evaluation of whether the fiscal policy stance was set properly in response to economic fluctuations showed that the authority's discretionary fiscal policy responded in an expansionary manner at the time of an economic downturn and in a tightening manner during an economic boom. Furthermore, these fiscal responses are found to be mainly attributable to the expenditure aspect. Meanwhile, from the perspective of cyclical neutral balance, the automatic fiscal stabilizer has not played its function sufficiently in response to changes in economic conditions. According to the results of this empirical analysis, it can be said that Korea's fiscal policy stance has generally been managed in an overall timely and proper manner.
