국문 초록

본 연구의 목적은 호주의 통합학교 제도 운영 사례를 분석하여 한국의 통합학교 제도 개선을 위한 시사점을 발견하는 것이다. 이를 위해 양국의 공립 통합학교 제도의 법적 성격과 통합운영 사례들을 살펴본 후 종합 비교를 통해 공통점과 차이점을 확인하였다. 연구의 결과 한국과 호주의 통합학교는 농산어촌의 인구 감소에 따른 학교 폐교의 대안으로 증가하는 공통점을 확인할 수 있었다. 차이점으로는 첫째, 한국 통합학교는 법적으로 학교의 한 종류로 분류되지 못하고 통합된 학교들이 독립성을 유지한 상태에서 부분적으로 통합된 상태였다. 반면에 호주 통합 학교는 법에 규정된 학교의 종류로 분류되고 있으며, 다른 학교 종류와 구분되는‘한 학교내의 작은 학교들(schools within a school)’이라는 학교 특성을 보이고 있다. 둘째, 학교장 임용 상태와 교명, 교원 부족 문제에 대처하는 구체적인 방안 등에서 차이를 확인할 수 있었다. 본 연구의 결과가 주는 주요 시사점은 통합학교 제도는 한국의 경직적인 학제 구분에 유연성을 추가할 수 장점이 있는 제도라는 점에서 통합학교의 학교 종류 포함 가능성을 탐색해야 하며, 동 제도의 확대 가능성에 대한 연구와 담론이 다양한 영역에서 이루어져야 할 것이라는 점 등이다.

영문 초록

The purpose of this study was to provide some suggestions for improving the combined school system in Korea, on the basis of comparing that of Australia. In order to achieve the aim of this study, the Education Act of each country’s combined school system was analyzed, followed by examining some features of the level of composition. Consequently, two countries’ combined school systems were compared to identify some similarities and differences between them. The findings of this study can be summarized as follows; First, there were some similarities between the combined school systems of the two countries. For example, the school systems in the two countries have been increased in the process of the school closure or school merger in rural areas. Second, the combined school system in Korea was not enacted as a kind of schools on the Education Act, so that the status of the system was not clearly defined, while Australian system was clearly enacted on the Education Act as a kind of schools. The differences of legal status between the two countries’ school system can be a cause making severe differences of what happens in the schools including school naming issues, implementing and integrating curriculum, and school personnel issues. Finally, this study suggested that the Korean combined school system should be a kind of schools by the amendment of the Education Act. When the system is a part of the whole Korean school system, students and their parents can have more options for selecting schools.
