일본의 벽지교육진흥법의 변화와 벽지 교육을 위한 교사양성프로그램 연구

국문 초록

본 연구는 일본의 벽지교육진흥법을 중심으로 벽지 학교 선정 기준의 변천과 벽지 학교교육을 진흥하기 위한 홋카이도교육대학의 교사양성프로그램을 살펴보고 그 시사점을 찾는 것을 목적으로 하였다. 일본의 벽지 학교 지정은 법률에 규정된 벽지 학교 지정 기준에 의하는데, 1959년 벽지교육진흥법 시행규칙이 제정된 당시에는 기본적인 생활 조건에 관한 사항이 중점적으로 포함되었다. 많은 부분의 개정이 이루어진 1990년에는 교통조건, 도서관 및 박물관 등의 사회 시설유무, 유통체계 등에 관한 기준이 추가되었고, 현재 기준에는 대중교통, 자연조건, 등교거리, 교원 수 등에 대한 항목이 삭제되고 금융 및 관공서까지의 거리 등에 관한 항목이 포함되었다. 홋카이도교육대학에서는 벽지학교가 많은 지역적 특징에 적극적으로 대응하여 이를 위한 교사양성프로그램을 운영하고 있다. 벽지에 대한 친근감을 높이고, 실제적으로 필요한 교수학습 기술, 교육과정 운영, 생활지도 등에 관한 이론과 실습을 위해 1학년부터 4학년까지 체계적인 프로그램을 운영하고 있다. 이러한 벽지학교 지정 기준과 실천적인 교사양성프로그램은 벽지학교에 대한 현대적 이해와 새로운 과제를 함께 제시해 주고 있다.

영문 초록

The purpose of this study is to explore the shift of the selection criteria of rural area school in Japan and the teacher training program for rural education, and find out its implications for Korea. In Japan, the rural area school is designated by the selection criteria of rural area school law. In 1959, the enactment of rural area education promotion law focused on the matters of the basic living conditions. In 1990, when there were a lot of amendments to the law, the criteria in terms of the traffic conditions, facilities such as libraries and museums, marketing systems, and so on, was added to the original. The clauses of the public transportation system, the climate conditions, distance of home to school, and the number of teachers were deleted, and the clauses of the distance from home to the bank and the public office were added in current criteria. Hokkaido University of Education having a lot of rural area schools is operating the would-be teacher training program for rural education. To enhance the friendliness toward the rural area to would-be teachers, to let them learn the theories about teaching skills, curriculum management, and guidance of students, and practice them, Hokkaido University of Education has the systematic program. Such criteria for the designation of the rural area school and the practical would-be teacher training program for rural education suggest the contemporary perception about the rural area school and new tasks to us.
