정부지원 글로벌 인재양성사업의 국제적 비교 분석

국문 초록

이 연구는 미국 풀브라이트(Fulbright) 사업, 일본의 문부과학성사업, 독일의 DAAD사업, 프랑스의 Égide사업 등을 대상으로 정부 지원 글로벌 인재양성사업의 목적, 유형과 주요 내용, 수혜실적, 재정 현황 등의 국제적 동향을 분석함으로 써 우리나라 정책의 개선방안을 제시하는 데 목적이 있다. 연구 결과, 첫째, 정부의 지원 부처-사업의 목적-사업 유형간에 유기적 관계를 유지할 필요가 있다. 외교통상부 지원사업은 교육협력 또는 교육 ODA와 외국인 초청사업에, 교육과학기술부 지원사업은 고등교육 국제화와 내국인 파견사업에 보다 많은 비중을 두는 방식으로 차별화할 필요가 있다. 둘째, 자국 대학 또는 학생의 국제적 역량 강화라는 차원에서 내국인 대학(원)생의 단기 국제교류사업을 대폭 확대 운영할 필요가 있다. 셋째, 사업운영 서비스조직으로서 사업을 총괄 관리하는 기구를 안정적으로 운영할 필요가 있다. 총괄 기구는 국제적 조직망을 가지고 교육적 교류뿐만 아니라 자국 문화와 언어 전파를 위한 노력, 사업의 프로모션 역할 등을 수행할 필요가 있다. 넷째, 국가를 대표하는 글로벌 인재양성사업으로서 브랜드 파워를 갖출 수 있도록 외국인 초청사업은 물론 내국인 파견사업에 대해서도 재정적 충분성을 제공할 필요가 있다.

영문 초록

This study aims to investigate the American Fulbright program, the Japanese MEXT program, the German DAAD program, and the French Égide program, and to suggest the improvement plan of global human development program in Korea. Based on the results of case studies of foreign countries, the implications for Korean policy are as follows. First, purpose, type and contents of global human development program need to be differentiated by the government ministries, which financially support the program. Ministry of Foreign Affairs and Trades needs to focus on supporting the In-bound program such as the education ODA or education cooperation with low-developed countries. Whereas the Ministry of Education, Science and Technology needs to support internationalization of the higher education and Out-bound Program for Korean students. Second, considering the global trends and the need to consolidate the international capability for domestic students, global human development program needs to expand significantly the short-term exchange program for Korean students. Third, private organizations need to be availed of to operate the program effectively and to provide satisfactory service for the foreign and domestic students. Private organizations are equipped with international networks, make an effort to spread Korean culture and language, and promote the program. Fourth, global human development programs need to be equipped with brand power to represent the country as a global program. To do this, the program need to provide financial sufficiency above all else.
