국문 초록

유치원 운영 재원의 다양성과 지원 방법의 특수성을 고려하여 유치원 특성에 맞는 재무회계 관리 체계를 구축하기 위하여 유치원재무회계규칙 관련 쟁점을 검토하고, 동 규칙의 제정방향을 논의하고자 하였다. 유치원 운영의 현황과 문제를 살펴보고, 유치원의 공공성 문제를 논의하였다. 아울러 유치원재무회계규칙의 제정에 관한 주요 쟁점으로 설립주체에 따 른 회계규칙의 별도 제정, 차입금 및 적립금 조항 포함, 유치원운영위원회의 설치 및 예산안 심의･자문기능 부여, 잉여금 처리, 회계 방법, 계약 조항의 상세화, 감사의 필요성 및 주기, 예･결산 공개 등으로 나누어 논의하였다. 마지막으로 유치원재무회계규칙 제정안을, 설립별로 구분하지 않고 단일법으로 제정하는 방안과 설립별로 분리입법을 하는 방안으로 나누어 제안하였다. 아울러 현행 규칙을 일부 개정하는 방안을 제안하였다.

영문 초록

The purpose of this study was to analyze the issues and direction in establishing the act of finance and account for kindergarten in Korea. In order to accomplish the purpose of the study, current conditions and problems of kindergarten were examined, and issues in public duty of kindergarten were discussed. Establishing individual account act separated by founders, articles for loan and reserve fund, establishing kindergarten operating committee and giving the right to deliberate budget to it, disposing of the residue, methods of the account, specifying the articles for contracts, necessity and cycle of audit, and opening budget and settled accounts to the public were included in issues in establishing the act of finance and account for Kindergarten in Korea. Three ways for establishing the act of finance and account for kindergarten in Korea were suggested: establishing one act not separated by founders, establishing individual act separated by founders, and amending current account act for private educational foundation.
