자료포락분석(DEA)기법을 활용한 대학의 특성별 효율성 분석

국문 초록

대학의 질적 수준 제고를 위해 1990년대 후반부터 자료포락분석을 이용한 대학 효율성 관련 연구들이 수행되었으나, 효율성에 영향을 미치는 투입․산출변수가 대학 특성별로 어떻게 다른가에 대한 연구는 수행되지 않았다. 이 연구는 자료포락분석을 통해 추출되는 투입․산출변수의 개선가능치를 분석함으로써, 효율성에 영향을 미치는 대학의 특성과 특성별 비효율의 원인을 분석한다. 우리나라 대학의 효율성 제고를 위해서는 행정조직의 효율화와 교육과 연구를 위한 물적 자원의 책정과 집행의 효율화가 선행되어야 하며, 취업실적 향상을 위한 노력과 지원이 필요하다. 대학설립별로는 국립대학에 대한 인적 자원 투자 규모의 재고가 필요하고, 연구실적 향상을 위한 지원이 필요한 것으로 나타났으며, 대학 유형별로는 종합대학의 학생 교육의 비효율이 높아 교육활동의 효율화를 위한 개선이 필요하다. 또한 대학 규모별로는 소규모 대학의 행정조직 최적화와 대학 특성화 전략의 적극적인 추진이 필요한 것으로 나타났다.

영문 초록

The primary purpose of this study was to identify the characteristics effecting the efficiency of universities and related input-output variables by DEA(Data Envelopment Analysis). To accomplish the efficiency of each university and the potential improvement of input-output variables were analyzed by the characteristics of each university. Sixty one university-evaluation data of the institutional evaluation by the Korean Council for University Education were selected for the statistical analysis. The influence of the characteristic variables on the efficiency of universities was analyzed through multiple regression analysis and mean difference analysis of the potential improvement of input-output variables was introduced to analyze input-output variable statistics of universities in each characteristic. The findings of this study revealed the followings: 1) characteristic variables influencing the efficiency of universities were establishment type, university type, and university size; 2) input-output variables influencing the efficiency of universities in each characteristic were number of academic staffs, number of students, and research outcomes for establishment type, educational expenses for university type, and number of administrative staffs and number of students for university size. Enhancing the efficiency as well as maintaining and expanding the effectiveness are necessary for improving the quality of university education. The result of data envelopment analysis, therefore, should not uniformly applied to each type of university. Data envelopment analysis is more appropriate for consulting for enhancing the efficiency than comparative evaluation.
