일본 교육과정 개정의 특징 및 개정 절차 분석

국문 초록

지금까지 일본의 교육에 대해서는 다각적인 연구가 이루어져 왔으나 일본 교육과정 개정의 특징 및 개정의 절차에 대해서는 심도 있는 연구가 행해지지 않았다. 본 연구는 전후 일본 교육과정 개정 의 역사를 살펴보고 그 특징을 추출함과 동시에, 현재 일본의 교육과정이 어떠한 절차를 거쳐 개정되고 있는가를 고찰하여 우리나라 교육과정 개정에 줄수 있는 시사점을 추출하고자 하였다. 연구 결과, 일본의 교육과정은 교육과정적 기준의 성격을 갖고 있되 국가 교육과정 통제권한의 부분적 강화와 부분적 약화라는 역사적 특징을 갖고 있음을 추출하였다. 또한 교육과정 개정의 절차는 문부과학대신의 개정 발의 및 교육과정 심의회에의 자문의뢰, 교육과정심의회의 기준개선을 위한 방향 모색·심의·답신의 작성, 학습지도요령 작성자 회의의 학습지도요령의 작성 및 문부과학성의 고시로 이어지는 수순을 밟는다. 이러한 일본의 교육과정 개정 절차가 주는 시사점은 장기간에 걸친 숙고와 논의로 이어지는 교육과정 개정의 과정 및 참여 인사의 다양성과 문부과학성 관리들의 지속적인 참여, 개정 과정의 공개성이라고 볼 수 있다.

영문 초록

We have many informations about education of Japan, but there are a few studies on the characteristics of curriculum revision and revision procedure. Therefore this study focused on reviewing the history of curriculum revision, analyzing the revision procedure of Japan, and providing meaningful suggestions on the curriculum revision process in Korea. The results of this study are as follows; First, the national curriculum in Japan has the status of standards which should be kept by whole regions and schools in this country, and MEXT(Ministry of Education, Culture, Sports, Science and Technology) has delegated it's power of curriculum control to regions and schools, but sometimes, it reinforce it's power for controlling over regions and schools, especially in the aspects of the worships to the national flag and song. Second, the revision procedure is identified as follows; 1) propose of the revision by MEXT, 2) research by the curriculum committee which is organized by MEXT, 3) submission tthe mid-term report by the curriculum committee, 4) submission the final report by the curriculum committee, 5) the notification by MEXT.
