성인 평생교육기제로서 군 교육훈련의 의의와 발전 방향

국문 초록

평시에 군은 막대한 인적, 물적 자원을 국가와 사회의 발전에 생산적으로 활용하는데 앞장서는 사회봉사적 기능을 수행하도록 요구받고 있다. 이러한 군의 확대된 기능을 성공적으로 수행하기 위한 노력은 군 구성원에 대한 교육훈련과 직접 연결되어 있다. 군 교육훈련에 대한 관심은 민·군 관계의 거리를 좁힘으로써 총체적 국방력의 증진에 기여할 뿐만 아니라 , 건전한 시민 양성을 위한 교육기관으로서의 군의 사회적 역할 확대에 기여한다는 점에서 적극적으로 고양될 필요가 있다. 이러한 점에 착안하여 필자는 이 글에서 군 교육훈련의 성격과 실제, 의의 및 한계 등을 논의한 후, 이를 토대로 유용한 성인 평생교육 기제로서 사병대상 교육훈련의 발전 방향을 제시하였다.

영문 초록

In recent years the meaning of military in a nation has expanded toward emphasizing its social service function in addition to its innate function, i. e. prevention of the nation's security. That of Korean military is not an exception. Thus it may need to be noted that various efforts for the successful implementation of this expanded function should be linked with the military education and training(MET). It is because that the relevance and effectiveness of the MET on the drafted soldiers who are grown in the information society, would influence the military's martial and social functions in this country. In this regard the researcher discussed the characteristic and the significance of the MET, analyzed SWOT(strengths, weaknesses, opportunities, and threats), and proposed the following directions for the improvement of MET as an effective adult life-long education mechanism in the era of knowledge and information society. First, every armed force(Army, Navy, and Air Force) should develop a standard MET program respectably which covers full period of soldier's compulsory service period. This kind of MET system would enhance its compatibility with the public sector's continuing education program Second, completion of the democratic citizenship education, in which enhancement of the sense of social integration and responsibility as a mature member of society would be included, should be the second goal of the military education and training(MET), followed by the goal of national defense. Third, concerning the increasing drafted soldier's education level and the characteristics of the so called, "N generation" soldier, there should be made various efforts to increase the education portion in the total MET program Also the program should be developed and diversed to meet the soldier's needs. Fourth, various efforts on the methodology of MET programs, i. e. introduction of E-Iearning methods, should be made to enhance the interests and positive perceptions on the MET of the possible enlisted soldiers, called as "cyber generation."
