국문 초록

일상화되는 세계화와 지식정보 사회에서 고등교육의 중요성과 관심은 더욱 커지고 있다. 또한 상당수의 선진국에서 고등교육은 대중교육 단계 혹은 이를 넘어 동일 연령층의 50% 이상이 재학하는 보편화 단계에 접어들고 있다. 이 같은 고등교육의 양적인 팽창으로 인해 더욱 요구되는 것이 바로 고등교육의 질적 수준의 확보라고 할 수 있다. 본 논문에서는 한국과 일본의 대학평가를 역사적으로 개관하고, 두 나라에서 대학평가체제가 어떻게 운영되고 있는가를 비교, 분석하는데 연구목적을 두었다. 연구결과 한국 대학평가체제에의 제언은 다음과 같다. 첫째, 대학평가의 다양화이다. 일본의 경우, 정부에서 다양한 평가인증기관을 인증해 줌으로써, 평가를 받는 기관은 각각의 평가준거와 기준이 다른 평가인증기관을 선택하여 평가를 받을 수 있다. 둘째, 대학평가는 전문화되어야 한다. 재정분야의 평가는 재정 전문가들에 의한 전문적인 평가가 필요하며, 전문화는 평가담당자에 대한 연수가 강화되어야 함을 의미하기도 한다. 셋째, 대학의 사회적 책무성이 강화되어야 한다. 이를 위해 정부는 대학평가 및 그 결과 공표를 모든 대학에 의무화하는 법제화 노력을 기울여야 할 것이다.

영문 초록

In recent days, the higher education requires the quality following the extension of quantity. Especially, the proportion of college student of same age(18 years old) is over 70% in Korea and Japan. The importance of university evaluation extend more and more in the world-wide globalization and knowledge-based information society for the strengthening the international competitiveness. This study was purposed to find out what we can refer to implement the university evaluation by understand the historical outline and compare the university evaluation system in Korean and that of Japan. The result is as follows; Firstly, the university evaluation is to diversify the accreditation institutes which was authorized by government. That make the universities can choose the accreditation institute which have different standards and criteria. Secondly, the university evaluation must be to specialize for the professional education(medical, law, engineering, etc.), and special field, such as financial affairs in university. And the members of evaluation committee have to take a sufficient training for the evaluation. Thirdly, the result of university evaluation would be opened to the public for improvement and strengthening the social responsibility of university. The university evaluation intend to achieve the foundation ideas of universities and to improve the educational quality and research circumstance by autonomous diagnosis and voluntary self-evaluation report.
