국문 초록

최근 유럽 및 중동 전장에서의 드론 활용 양상은 기존의 패러다임을 급격하게 변화시키고 있다. 대표적으로 우크라이나-러시아, 이스라엘-하마스 전쟁은 드론이 정찰․타격 수단을 넘어 심리전․전자전․인지전까지 통합된 Multi-Domain Operations의 핵심 수단임을 보여준다. 특히, 25년 6월 우크라이나가 감행한 ‘웹(web)’ 작전은 민간 유통망과 원격 드론을 결합한 신개념의 비정규전 사례로 주목받고 있다. 그럼에도 현재 국내 다중이용시설 및 국가중요시설을 목표로 한 드론 복합테러 대응체계 구축에 대한 심층적인 연구는 미흡한 실정이다. 이에 본 연구는 위 사례를 통해 드론 기반 복합테러의 위협 가능성을 분석하여 발전방안을 살펴보았다, 연구결과 현대 복합테러의 특징으로 첫째 기술-인지전 융합전술의 표준화, 둘째 소프트타킷중심의 전략전환, 셋째 AI기반 킬체인 자동화 및 다중표적 타격체계 구축, 넷째 비전통수단의 전장 활용확대 등이 확인되었다. 이러한 분석을 바탕으로 도출된 시사점으로 첫째 도심기반 소프트타깃 보호전략 강화, 둘째 저고도 고속침투형 드론 대응 역량 구축, 셋째 민간물류․항만 기반 대드론 대응체계 고도화, 넷째 혼합현실 기반 대드론 시뮬레이터 구축 등 군집형 드론 복합테러 대응 플랫폼 구축 방안을 제시하였다.

영문 초록

The recent use of drones in the Ukraine–Russia and Israel–Hamas conflicts illustrates their evolution from reconnaissance tools to core elements of multi-domain operations, including psychological, electronic, and cognitive warfare. Ukraine’s “Web” operation in June 2025, which integrated civilian logistics and remote drones, exemplifies this transition in the nature of irregular warfare. Notwithstanding the existence of such cases, South Korea has yet to undertake research on countering drone-based terrorism targeting soft and critical infrastructure. This study explores the threats posed by drone-enabled composite terrorism and identifies four key trends: (1)standardization of techno-cognitive fusion tactics, (2)strategic focus on soft targets, (3)automation of AI-based kill chains, and (4)growing use of unconventional tools on the battlefield. In order to address the aforementioned risks, the study recommends a series of measures. These include the strengthening of soft-target defense in urban areas, the enhancement of interception capabilities for low-altitude drones, the upgrading of response systems in civilian logistics and ports, and the development of virtual counter-drone simulators using the metaverse. These measures are intended to support a proactive national response to the emerging threat of drone terrorism.
