국문 초록

본 연구의 목적은 시·도교육청의 지방교육행정 정보화 업무담당자들이 지방교육행정 정보화 업무수행과정에서 무엇을 경험하고, 어떻게 인식하고 있는지를 탐색하는 데 있다. 이를 위해 16개 시·도교육청의 본청과 직속기관에서 지방교육행정 정보화 업무를 담당하는 업무담당자들을 대상으로 실시한 서면조사와 FGI 결과를 자원 및 인프라, 조직, 인력, 역량 영역을 중심으로 주요 주제를 제시하였다. 분석 결과, 주요 주제로 자원 및 인프라 영역에서는 ‘정보화 조직은 여전히 지원 부서’, ‘“돈 먹는 하마”, 그리고 소극적 투자’, ‘비가시적인 업무 성과’, ‘지방교육행정 정보화는 “신경망”’이 도출되었다. 조직 영역에서는 ’다원적 조직과 업무 파편화‘, ‘본청의 기획 및 총괄 기능 강화’, ‘정보화 전담 조직 신설’이 도출되었다. 인력 영역에서는 ‘전산직 중심의 획일적인 인력 구성’, ‘정보화책임관의 부재’, ‘조직 내 구성원의 다양성 확보’, 역량 영역에서는 ‘담당 인력의 역량 부족’, ‘연속성이 필요한 업무의 전문직위제 활용’, ‘데이터 리더의 지정’이 도출되었다. 이상의 분석 결과를 토대로 지방교육행정 정보화의 정착·발전을 위한 제언으로 지방교육행정 정보화 조직 및 업무에 관한 이해도 제고 및 인식 확산, 본청에 지방교육행정 정보화 업무를 기획·총괄하고 컨트롤타워의 역할을 담당할 수 있는 별도의 전담 부서 신설, 지방교육행정 정보화 조직에 교육행정직, 장학사 등의 배치, 데이터 리더로서 정보화책임관과 관련된 법·제도의 개선 등을 제시하였다.

영문 초록

This study aims to explore the experiences and perceptions of Administrative Officers responsible for the Informatization of Local Educational Administration at Provincial and Municipal Offices of Education. To achieve this, written surveys and Focus Group Interviews (FGIs) were conducted with Administrative Officers in charge of informatization tasks at the headquarters and affiliated institutions of 16 Provincial and Municipal Offices of Education. The analysis was organized around four key domains: resources and infrastructure, organization, personnel, and competency. The main themes identified in the domain of resources and infrastructure included the continued perception of informatization units as support departments, passive investment due to the notion of informatization as a “money-eating hippo,” the invisible nature of work outcomes, and the characterization of informatization as the “neural network” of local educational administration. In the organizational domain, the study revealed issues such as the fragmentation of tasks among pluralistic organizations, the need to strengthen planning and coordination functions at headquarters, and the necessity of establishing dedicated informatization units. In terms of personnel, the analysis highlighted the uniform staffing structure centered on IT technicians, the absence of Chief Information Officers, and the need for diversity among organization members. In the competency domain, key themes included insufficient competency among staff, the need to utilize professional positions for tasks requiring continuity, and the appointment of data leaders. Based on these findings, the study suggests the following for the stable establishment and advancement of informatization in local educational administration: enhancing understanding and raising awareness of informatization tasks and organizations, establishing a dedicated department at headquarters to serve as the control tower for planning and managing informatization, assigning educational administrative officers and supervisors to informatization units, and improving laws and systems related to appointing Chief Information Officers as data leaders.
