Application of Network Analysis and Text-Mining Techniques to Determine the Linkage between the Sustainable Development Goals(SDGs) and ISODocuments

국문 초록

This study investigates the linkage between the Sustainable Development Goals (SDGs) and ISO international standard documents to enhance the alignment of global standardization efforts with sustainable development. While ISO has published over 22,000 standards across 170 countries, clear criteria for associating these standards with specific SDGs are lacking. To address this, we analyzed 15,420 ISO standard document titles using text mining, topic modeling, and cluster analysis. The results revealed that SDG 9 (Industry, Innovation and Infrastructure) plays a central role in the network of ISO standards, while SDGs 1 (No Poverty) and 5 (Gender Equality) are underrepresented. This suggests a disparity in the current reflection of SDG priorities across ISO standards. The study proposes five strategic measures: regular updates to existing standards to better reflect SDGs, development of clear guidelines for SDG inclusion during new standard proposals, strengthening expert consultations between ISO and SDG specialists, sharing of best practices, and promotion of international cooperation with institutions like the UN. Academically, this is the first study to apply network analysis, topic modeling, and clustering simultaneously to ISO and SDG-related documents. Practically, the findings provide evidence-based recommendations for standard developers and policymakers to align ISO standards with global sustainability goals. Although limited to title-based analysis due to data access restrictions, the study offers a foundation for future research to include the full text and explore the impact of ISO standards on achieving the SDGs.

영문 초록

본 연구는 ISO 국제표준문서와 지속가능발전목표(SDGs) 간의 연관성을 분석하여, 글로벌 표준화가 SDGs 달성에 실질적으로 기여할 수 있는 전략을 제시하고자 하였다. ISO는 전 세계 170개국에서 22,000여 개의표준을 보유하고 있으며, SDGs 이행의 핵심 도구로 간주된다. 그러나 새로운 표준을 제안할 때 SDGs 목표를선택하고 연계하는 기준이 모호하여, SDGs와 ISO 표준 간의 체계적인 연결이 부족한 상황이다. 이에 따라본연구는 ISO 표준 문서 제목 15,420건을 수집하여 네트워크 분석, 토픽 모델링, 텍스트 클러스터링 기법을활용해 분석을 수행하였다. 분석 결과, SDG 9(산업, 혁신, 인프라)는 ISO 표준과 가장 강한 연관성을 보였으며, 네트워크 중심성 측면에서도 핵심적인 역할을 하는 것으로 나타났다. 반면, SDG 1(빈곤퇴치), SDG 5(성평등)은 낮은 관련성을보여 현재 ISO 표준이 일부 SDGs를 충분히 반영하지 못하고 있음을 시사한다. 이에 따라 본 연구는 기존 ISO표준의 정기적인 검토 및 개정, SDGs 반영을 위한 표준 제안 지침 마련, SDGs 및 ISO 전문가 협의체 구성, 우수사례 공유, UN 등과의 국제 협력 강화를 제안한다. 본 연구는 SDGs와 ISO 문서를 대상으로 네트워크 분석, 토픽 모델링, 군집 분석을 동시에 수행한 최초의연구로서 학문적 의의를 가지며, ISO 표준 개발 방향 설정과 정책 수립을 위한 실질적 기초자료로 활용될 수 있다.
