원 간섭기 탐라 귀속 문제와 ‘제주 방물’ 진헌

국문 초록

본 연구를 통해 원 간섭기에 일어난 고려와 원나라 간의 탐라 귀속 문제와 그 연장선상에서 이루어진 고려의 대원 ‘제주 방물’ 및 탐라마 진헌을 고찰하면서 이 시기 제주 지역을 둘러싼 여-원 양국의 이해관계와 제주의 지역적 성격을 규명하고자 하였다. 이에 본고에서는 다음과 같은 연구 방법을 활용하였다. 첫째로는 고려의 탐라통치와 원의 지배, 탐라를 회복하려는 고려의 노력을 살펴보면서 여-원이 인식한 탐라의 지위를 확인하고자 하였다. 둘째로는 형식적으로나마 탐라를 반환받은 고려 조정이 원에 보내기 시작한 탐라마를 비롯한 제주 물산을 분석하면서 제주 방물이 가지는 특징을 살펴보았다. 셋째로는 제주 지역이 고려에 있어 어떠한 의미를 지니고 있는지를 고찰하면서 고려의 제주 방물 진헌에 대한 정치ㆍ외교적 의미를 확인하였다. 제주 방물 진헌을 통해 다음과 같이 원 간섭기 제주 지역의 성격을 정리할 수 있다. 고려는 13세기 중후반 충렬왕 연간에 원과의 갈등과 교섭 속에서 제주 지역을 환속 받았다. 그리고 고려는 제주의 지배권을 강화하기 위해 ‘제주 방물’을 이용하였다. 다만 제주 방물(부세)이라는 납세의 의무 하나만으로 오랜 기간 탐라인으로 살았던 제주민을 고려인의 정체성으로 바꿀 수는 없었다. 이로 인해 제주의 토호인 성주의 자치권은 고려 말까지 유효할 수 있었다. 즉, 원 간섭기에 제주는 고려령이면서 이국(異國)인 지역, 목장을 관리한 몽골인 목호(하치)들로 인해 원의 영향력이 상존한 다중적 성격의 지역으로 존재하였다.

영문 초록

Through this study, we tried to clarify the interests of Goryeo and Yuan over the Jeju region and the regional characteristics of Jeju by considering the issue of Tamna belonging between Goryeo and Yuan during the original interference period and the provision of Jeju Goods and horses. Therefore, the following research methods were utilized in this article. First, he tried to check the status of Tamna recognized by Goryeo and Yuan by examining Goryeo’s efforts to restore Tamna rule, original rule, and Tamna. Second, we analyzed the Jeju Goods that the Goryeo government, which received Tamna, although formal, began to send to the Yuan and examined the characteristics of Jeju Goods. Third, by examining what the Jeju region means in Goryeo, we confirmed the political and diplomatic meaning of Goryeo’s provision of Jeju Goods. Through the provision of Jeju Goods, the characteristics of the Jeju area can be sorted out as follows. In the mid to late 13th century, Goryeo received Jeju Island back amid conflicts and negotiations with the Yuan. And Goryeo used ‘Jeju Goods’ to strengthen Jeju’s control. However, the duty of tax payment to provide Jeju Goods alone did not change Tamna people to Goryeo people. As a result, Jeju’s leadership’s autonomy was valid until the end of Goryeo. In other words, during the Yuan interference period, Jeju existed as a territory of the Goryeo, an unfamiliar area, and a multi-character area where the influence of the Yuan coexisted.
