청년층 대상 노동시장 진출 지원 프로그램의 영역별 중요도 분석

국문 초록

이 연구는 청년층 대상 노동시장 진출 지원 프로그램인 󰡔청년도전 지원사업󰡕에 참여하는 청년구직자가 인식하는 프로그램 영역별 중요도 차이를 분석하기 위한 목적으로 시행되었다. 이를 위해 2021년 청년도전 지원사업에 참여한 805명의 청년을 대상으로 청년도전 지원사업 프로그램 대영역 및 중영역별 AHP(Analytic Hierarchy Process, 이하 AHP) 분석을 실시하였다. 더불어 청년층의 인구통계학적 특성에 따라 프로그램 영역별 중요도 차이가 있는지를 판단하기 위해 선행연구를 바탕으로 성별과 최종학력에 따른 집단별 AHP 분석을 시행하여 중요도 차이를 확인하였다. 연구결과는 다음과 같다. 첫째, 프로그램 내 대영역별 중요도 인식 차이와 관련하여 취업역량강화 영역의 중요도를 높게 인식한 반면, 밀착상담 영역의 중요도를 낮게 인식하였다. 둘째, 프로그램 내 중영역별 중요도 인식 차이와 관련하여 구직기술 및 서비스연계 영역의 중요도를 높게 인식한 반면, 자기탐색, 기초상담 영역의 중요도를 낮게 인식하였다. 셋째, 주요 인구통계학적 특성에 따른 프로그램 대영역 및 중영역별 중요도 인식 차이와 관련하여 성별 및 최종학력 분류집단 간에는 유사한 경향성을 보였다. 연구결과를 바탕으로 도출된 제언은 다음과 같다. 첫째, 사업에 참여한 청년층의 학습효과 개선을 위해 프로그램 영역별 콘텐츠 개발 및 기관담당자와 프로그램 강연자의 역량강화를 위한 별도의 교육과정을 개발해야 한다. 둘째, 청년도전 지원사업 중영역을 구성하는 세부 프로그램별 중요도 분석을 실시해야 한다. 셋째, 사업에 참여하는 청년층의 구직기간 혹은 구직단념기간에 따른 프로그램 영역별 중요도 분석을 실시해야 한다. 넷째, 청년도전 지원사업의 지속가능한 운영을 위해 정기적인 성과평가를 실시하고 이를 뒷받침할 수 있는 장기성과 지표가 개발되어야 한다.

영문 초록

The purpose of this study was to analyze the difference in perceived importance on program areas of young job seekers who participated in a job market entry support program called 󰡔Youth Challenge Support Project󰡕. To this end, AHP(Analytic Hierarchy Process) analysis was conducted on major and medium program areas of the Youth Challenge Support Project from 805 respondents participated in 2021. Additionally, AHP analysis by genders and final educational backgrounds was conducted to determine whether there are differences in perceived importance on program areas by the demographic characteristics. The results of the study are as follows. First, for the importance of major areas of the program, young job seekers perceived the importance of the strengthening employment competency program area as the highest, while the importance of the close consultation program area as the lowest. Second, For the importance of medium areas of the program, young job seekers recognized the importance of job search skills area and service linkage program area as the highest, while the importance of self-exploration area and basic counseling program area as the lowest. Third, for perceived importance on major and medium program areas, all groups of genders and final educational backgrounds show a similar tendency. Suggestions derived based on the results are as follows. First, to improve the learning effect of young job seekers participating in the Youth Challenge Support Project, content should be developed for each program area, and an additional curriculum is needed to strengthen the competencies for youth center managers and lecturers. Second, it is necessary to analyze the importance of detailed programs constituting the medium areas of the Youth Challenge Support Project. Third, analysis of the importance of program areas has to be done considering the period of job seeking or being discouraged of participants in the Youth Challenge Support Project. Fourth, regular performance evaluation and long-term performance indicators should be developed to support the sustainable operation of Youth Challenge Support Project.
