‘시설 입소 중심’ 미혼모 지원의 한계와 개선방향

국문 초록

본 연구의 목적은 기존 지원으로부터 편입되지 못하고 배제된 경험이 있는 미혼모들로부터 미혼모지원서비스의 한계를 파악하고, 대안적 방식의 지원을 모색하기 위한 기초자료를 생산하는 데에 있다. 이를 위해 미혼모 지원 사업에 대해 풍부한 정보를 제공해줄 수 있는 미혼모 당사자 6명과 실무자 3명, 총 9명을 심층 면접하여 자료를 수집하였고, 미혼모들과 실천가들의 경험을 관통하는 주제를 일반적 질적연구방법을 통해 도출하였다. 분석 결과, 현행 미혼모 지원체계는 ‘최소한만 메우는 시설 입소 중심 지원’으로써 결과적으로 수많은 미혼모들을 정책 지원의 대상에서 배제시키고 있었다. 이러한 현상을 낳는 주요 원인은 돌봄에 대한 가족책임주의와 정상가족 이데올로기를 전제한 현행 미혼모 지원 제도의 특성에서 찾을 수 있다. 즉 현행 미혼모 지원은 적은 예산과 인프라, 적은 인력의 투입, 현실에 맞지 않는 이용자 자격기준 및 시설 간 단절 그리고 기존 복지제도 운영의 고질적 문제와의 결합 등의 문제로 ‘미혼모들의 생활안정 및 자립기반 조성과 복지증진에 기여’라는 정책 목표를 이루어내지 못하고 있다. 이에 대한 대안으로 사례관리서비스를 포함한 미혼모․부 초기지원 사업의 확장, 선지원-후입증의 위기개입적 방식으로의 실제적인 전환, 장기간의 주거지원을 통한 원스탑의 통합지원 체계구축, 미혼모․부 지원에 대한 예산의 획기적인 확충, 현 정책에 담지되어 있는 거시담론의 변화와 권리로서의 지원 확장을 제언하였다.

영문 초록

The purpose of this study is to identify the limitations of unmarried mother support services from the experience of unmarried mothers who have been excluded or incorporated from the existing support. In addition, the study continues to produce fundamental data for support of alternative means. For the sake of the purpose, this study collected data by committing in-depth interviews from six unmarried mothers and three workers, total nine participants. General qualitative research was selected as the analysis method. As a result, due to the system of facility-oriented unmarried mother support services, the unmarried mothers outside of the facility have been excluded from the support services. While those staying in the facility made some part of progress of self-reliance within support system, the support did not fulfill the actual needs yet. The current unmarried mother support service can be interpreted as ‘A support satisfying the facility-oriented support at least the minimum’. The main cause of this phenomenon is the feature of unmarried mother support system which assumes familialism of care and normal family ideology. The unmarried mother support system is not playing a role in “contributing to the stabilization of life and the creation of a foundation for independence and promotion of welfare”, which possess the following features; the low budget and infrastructure for supporting unmarried mothers, endemic problems and flaws within the operation of existing welfare systems, the disconnection of facilities and unrealistic criteria.
