국문 초록

참여정부는 균형 있는 국가발전을 정책의 기조로 삼으면서 장애인복지사업의 지방분권화를 시도하여 2005년 중앙장애인복지사업의 63.2%. 예산의 62.1%를 지방자치단체로 이관하여 지방화를 시작하였다. 그러나 복지수준을 결정할 수 있는 지방의 재정자립도나 장애인복지에 대한 이해, 담당공무원의 전문성에 차이가 있는 상황에서 장애인복지업무가 지방으로 이관됨으로 장애인복지가 후퇴되거나 지방에 따른 격차문제가 발생될 소지도 있는 가운데 이를 사전에 조율하고 모니터할 수 있는 역할은 대단히 시급한 상황이다. 따라서 본 연구는 장애인복지에 있어 방향성과 지역간의 격차를 해결해 나갈 수 있는 장애인복지지표를 개발하고 이 개발된 지표에 근거하여 지역간의 장애인복지 수준을 비교, 분석해 보고자하는데 있다. 연구결과는 먼저, 지방자치단체의 장애인복지수준을 측정할 수 있는 지표는 10개 영역 70개 지표로 개발되었으나 조사 후 분석은 10개영역 55개 지표를 활용하였다. 둘째, 장애인 복지수준이 가장 높은 지역을 1로 보았을 때 우리나라 전체수준은 0.61이며 서울이 1로 복지수준이 가장 높은 것으로 나타났으며, 충남이 0.73으로 2위, 전북이 0.68로 3위, 울산과 전남이 0.51로 최하위로 분석되어 2위인 충남과 최하위인 울산이나 전남지역의 격차 보다는 서울과 다른 지방자치단체의 장애인복지수준이 차이가 큰 것으로 나타났다. 셋째, 장애인복지수준에 기본여건인 재정자립도가 전국평균이상이고 장애인 인구수가 평균이하 지역인 광역시 단위 이상지역중에 서울을 제외하고 다른 광역시는 최하위권을 나타내고 있어 기본여건이 좋은 광역시단위 이상지역의 장애인복지 수준은 최하위를 나타내고 있는 것으로 나타났다.

영문 초록

This study attempts to develop welfare level indicators for persons with disabilities in local government. It then drives welfare level indicators of ten indicators. such as safety. health. education. income & economic activities. rehabilitation services. accommodation. human rights. culture and leisure. digital divide. welfare administration. and seventy indicators criteria. Also. it is based on the alleged notion that indicators currently available may not describe adequately the welfare level of local development. The result of this study can be summarized as follows: First. the highest local government with welfare level indicators were seoul Metropolitan government. respectively. which were double level of the other local government. Also. the lowest local government were U1san metropolitan city and Jeolla Namdo Provincial government. Second. the lowest local metropolitan with welfare level indicators in spite of the to high self-supporting finance and to little the number of disabled persons registered than the other local government. Therefore. to improve this appearance. we should introduce the affirmative action policy and strengthen the social image improvement program of persons with disabilities for the local government leaders.
