국문 초록

본 연구는 기후변화 대응에서 핵심 메커니즘으로 부상한 ‘기후 투명성(climate transparency)’의 규범화 과정을 규범 생애주기(norm life-cycle) 이론과 국제정치학적 관점의 분석 틀을 통해 고찰한다. 교토체제에서 기술적·행정적 절차로 출발한 투명성 논의는 파리협정(Paris Agreement)에서 모든 당사국에게 적용되는 법적·제도적 의무로 격상되었다. 본 연구는 Finnemore와 Sikkink(1998)의 규범생애주기 이론을 적용하여 투명성 규범의 등장(emergence), 확산(cascade), 내면화(internalization) 과정을 체계적으로 분석하였다. 연구 결과, 소국연합(AOSIS)과 개도국의 규범기업가 활동, 선진국과 국제기구의 수용과 협력 메커니즘이 투명성 규범의 제도화를 촉진한 것으로 나타났다. 또한 파리협정의 강화된 투명성 체계(Enhanced Transparency Framework, ETF)는 국가 간 정보 비대칭을 완화하고 신뢰 구축과 협력 촉진에 기여하였으나, 책임성과 분배적 정의 측면에서 여전히 한계를 보였다. 본 연구는 기후투명성 제도의 발전이 국제 기후 거버넌스에서 협력 규범으로서의 위상을 확립했음을 보여주며, 향후 제도의 실효성을 높이기 위해 기술적·재정적 지원 확대, 보고 정보의 비교가능성 제고, 취약국 맞춤형 투명성 전략의 필요성을 제안한다.

영문 초록

This study examines the norm-building process of “climate transparency,” which has emerged as a key mechanism in global climate governance, through the lens of the norm life-cycle theory and international political analysis. Initially introduced as a technical and administrative procedure under the Kyoto Protocol, transparency has been elevated to a legally binding institutional obligation applicable to all Parties under the Paris Agreement. Applying Finnemore and Sikkink’s (1998) norm life-cycle model, this research systematically analyzes the emergence, cascade, and internalization of the climate transparency norm. The findings reveal that the normative entrepreneurship of small island states (AOSIS) and developing countries, together with the acceptance and cooperation of developed countries and international organizations, facilitated the institutionalization of transparency. The Enhanced Transparency Framework (ETF) under the Paris Agreement has contributed to reducing information asymmetry among states, building trust, and fostering cooperation; however, limitations remain in terms of accountability and distributive justice. This study highlights that the development of climate transparency has established its status as a cooperation norm in international climate governance and suggests the need to expand technical and financial support, enhance the comparability of reported information, and adopt tailored transparency strategies for vulnerable countries to improve the framework’s effectiveness.
