국문 초록

Strengthening the Party building in non-public enterprises is an important topic for the CPC to build grass-roots organizations. From the perspective of practical factors, there are three main motivations of the CPC governing, the development of non-public enterprise and social governance to strengthen the Party building in non-public enterprises. However, the lack of driving force in Party building, the imperfect working mechanism, the lack of professional competence among the Party cadres, low quality and efficiency of activities in the Party building, and difficulties in managing mobile members of the Party are prominent challenges that affect the effectiveness of party building in non-public enterprises. To solve these problems, it is necessary to adhere to the basic experience, and to optimize and innovate the Party building in non-public enterprise through multiple means such as improving the mechanism of the Party building in non-public enterprises, strengthening the construction of the Party cadre team, enhancing political guidance for key personnel in enterprises, and utilizing information technology to innovate work methods.

영문 초록

加强非公企业党建是中国共产党基层组织建设的重要课题。从现实因素看，加强非公企业党建工作存在着中国共产党执政、非公企业发展以及社会治理三个层面的主体动因。而党建工作缺乏推进力、工作机制亟需健全、党务干部队伍缺乏专业素养、党建活动质效低、流动党员管理困难等，是影响非公企业党建成效的突出难题。解决这些难题，需要在坚持非公企业党组织在实践中所形成的基本经验的基础上，通过完善非公企业党建工作机制、加强干部队伍建设、强化对企业关键人的政治引领以及利用信息技术创新工作方法等多重手段来实现非公企业党建工作的优化与创新。
