국문 초록

이 글은 일본 사회의 보수화 현상을 이념적 경직성이나 보수 세력의 일방적 주도로 설명되는 시각을 넘어 사회적 다양성과 정치의 적응이라는 측면에 초점을 맞춰 살펴보고, 그 구조적 특성을 제시하였다. 일본 사회의 보수화는 단순히 정치엘리트 중심의 이념 편향이나 특정 정치세력에 의한 일방적 현상이라기보다는 다양한 유권자들의 가치에 대한 정당의 전략적 적응이 맞물리면서 형성된 아래로부터의 다차원적 현상이라고 볼 수 있다. 따라서 일본 사회에서 보수화의 본질은 유권자들의 다양한 정치적 가치관과 요구를 정당이 얼마나 포섭할 수 있는가에 좌우되며. 이는 정당의 정책적 다양성과 정책 실행 능력에 기반한다고 볼 수 있다. 따라서 일본 사회에서 보수화 현상은 보수적 이념을 가진 집권당이 경쟁 정당보다 정책 포괄성과 실행력을 발휘하여 광범위한 지지 기반을 확보함으로써 가능하고, 이는 일본 사회의 보수 우위 구조의 제도화로 이어진다고 볼 수 있다.

영문 초록

This study analyzes the phenomenon of conservatization in Japanese society not through the simplistic view of ideological rigidity or unilateral dominance by conservative forces, but within a complex and structural framework of social diversity and political responses. The conservatization of Japanese society can be understood not as mere ideological bias led by political elites or unilateral conservatization driven by specific political forces, but rather as a multidimensional process formed through the strategic adaptation of political parties to the diverse values of voters. Accordingly, the essence of conservatization in Japanese society depends on the extent to which political parties can incorporate the diverse political values and demands of the electorate, which is grounded in the policy diversity and implementation capacity of those parties. Thus, the conservative phenomenon becomes possible when the ruling party with conservative ideology secures a broad support base by demonstrating greater policy comprehensiveness and execution capacity than its competitors, and this plays a decisive role in institutionalizing the conservative-dominant structure in Japanese society.
