부탄 ICT 교육협력의 성과와 지속가능성 분석: 시범교실 구축 사례를 중심으로

국문 초록

본 연구는 부탄에서 시행된 「첨단 ICT 활용 시범교실 구축·운영 지원 사업」의 중간 성과를 OECD DAC의 평가 기준을 적용하여 분석하였다. 본 사업은 부탄의 국가교육전략 및 SDG4와 높은 정합성을 보이며 현지 수요에 기반해 설계되었다. 사업을 통해 교사들의 ICT 활용 역량이 유의미하게 향상되고 학생들의 수업 참여도가 증가했으며, 전파 연수와 지역 워크숍을 통해 인접 학교로 성과가 확산되었다. 또한 부탄 교육부의 자체 예산 투입, 교사 주도의 유지관리 체계 구축, 학습공동체의 자생적 운영 등을 통해 단기 지원을 넘어 현지화·제도화 기반이 마련되어 지속가능성이 강화되었다. 본 연구는 ICT 기반 교육 ODA 사업의 평가틀을 교육학적 관점과 국제개발협력 기준이 결합된 형태로 제시했으며, 특히 교사 역량과 현지 주도적 운영이 ICT 교육혁신의 지속가능성을 결정하는 핵심 요인임을 규명하였다. 이를 바탕으로 향후 포용성 강화, 성과지표 고도화, 제도화 연계, 위기 대응력 확보 등 제언을 제시하였다.

영문 초록

This study analyzed the interim results of the “ICT Utilization Classroom Construction and Operation Support Project” implemented in Bhutan by applying the OECD DAC evaluation criteria. This project was designed based on local needs, showing high consistency with Bhutan’s national education strategy and SDG4. Through the project, teachers’ ICT utilization capabilities were significantly improved, students’ class participation increased, and the results were spread to neighboring schools through dissemination training and regional workshops. In addition, through the investment of the Bhutanese Ministry of Education’s own budget, establishment of a teacher-led maintenance system, and self-management of learning communities, the foundation for localization and institutionalization was established beyond short-term support, thereby strengthening sustainability. This study presented an evaluation framework for ICT-based education ODA projects in the form of a combination of pedagogical perspectives and international development cooperation criteria, and in particular, identified that teacher capabilities and local-led operation are key factors in determining the sustainability of ICT education innovation. Based on this, suggestions were made for strengthening inclusiveness, improving performance indicators, linking institutionalization, and securing crisis response capabilities in the future.
