농촌 빈집의 우선정비구역 지정기준의 개선 방안에 관한 연구

국문 초록

최근 빈집의 문제가 사회 전반으로 확산됨에 따라 국가적으로 정책 수요도 동시에 증가하고 있다. 체계적이고 계획적인 빈집정비를 위하여 시행하고 있는 현행법률상의 농어촌 빈집우선정비구역 지정 방식에 대한 타당성을 분석하고 해당 방식을 보완할 수 있는 개선방안을 제시하였다. 따라서 농촌 지역의 빈집우선정비구역 지정 기준에 대한 GIS 공간분석 및 쇠퇴지표 활용한 비교･분석하였다. 그 결과 현행 기준으로 지정된 빈집우선정비구역은 총 70개 동･리로 연구 대상 지역의 면적에 약 40%에 해당하는 것으로 나타났으며, 과소 지정과 과다 지정의 문제가 나타났다. 반면, 빈집 발생과 연관성이 높은 쇠퇴지표를 활용한 분석에서는 31개 동･리로 약 30%로 나타났다. 또한, 지역의 쇠퇴가 심각하고 빈집의 밀집도가 높은 지역임에도 불구하고 지정되지 않은 지역이 약 16%로 과소하게 지정된 것으로 나타났다. 따라서 농촌 지역의 빈집을 체계적으로 관리하기 위하여 그 지역이 쇠퇴지표를 동시에 활용하는 것이 합리적이라 할 수 있을 것이다.

영문 초록

With the spread of vacant house issues across society, the demand for national-level policies has increased accordingly. This study analyzed the validity of the current legally designated system for priority maintenance zones for vacant houses in rural and fishing villages and proposed improvements to supplement the existing approach. For a more systematic and planned management of vacant houses, a comparative analysis was conducted using GIS spatial analysis and decline indicators concerning the criteria for designating priority maintenance zones in rural areas. As a result, 70 administrative areas (dong, ri) were designated as priority maintenance zones under the current standards, covering approximately 40% of the study area. However, issues of both over-designation and under-designation were observed. In contrast, analysis using decline indicators—strongly correlated with the occurrence of vacant houses—identified 31 administrative areas, or about 30% of the total. Furthermore, approximately 16% of areas were identified as under-designated, meaning that despite severe regional decline and high density of vacant houses, these areas were not included in designated zones. Therefore, for systematic management of vacant houses in rural regions, it would be reasonable to utilize regional decline indicators alongside current criteria.
