A Study on the Coupling Coordination between Basic Public Services and New Quality Productive Forces in Chongqing and Their Influencing Factors

국문 초록

The development of new quality productive forces is one of China's strategic priorities. The advancement of basic public services can drive the enhancement of new quality productive forces, which in turn react back on the development level of basic public services. This paper investigates the coupling coordination status between basic public services and new quality productive forces and its influencing factors. Using the entropy-weighted TOPSIS method, the comprehensive development indices of the two systems in Chongqing from 2014 to 2023 are measured. Empirical analysis of the two systems is conducted through the construction of a coupling coordination degree model and a grey relational degree model. The results indicate that before 2018, the development level of new quality productive forces significantly lagged behind that of basic public services, but after 2018, it surpassed the latter and gradually widened the gap. The two systems exhibit a highly coupled state, indicating close interconnection and mutual dependence. The coupling coordination degree increased from mild imbalance to good coordination and continues to show an upward trend. In terms of the degree of influence of various indicators, government investment in cultural and educational public services and enterprise investment in new quality means of production contribute significantly to both systems. Based on these findings, countermeasures are proposed: Chongqing should strengthen the government’s guiding role, increase investment in educational resources, and accelerate the transformation and upgrading of modern industries.

영문 초록

发展新质生产力是我国的战略重点之一，基本公共服务的发展能推动新质生产力水平的提升，新质生产力又会反作用于基本公共服务发展水平。本文探究基本公共服务与新质生产力的耦合协调状况及其影响因素，运用熵权—TOPSIS法测度重庆市2014-2023 年基本公共服务与新质生产力两系统的综合发展指数，通过构建耦合协调度模型与灰色关联度模型对两系统进行实证分析。结果表明：2018年之前新质生产力的发展水平明显滞后于基本公共服务的发展水平，2018 年之后实现反超并逐渐拉开差距；两系统具有高度耦合的状态，说明两系统联系密切并且相互依赖。耦合协调度从轻度失调上升至良好协调，并保持上升的趋势；从指标的影响程度看，政府对文化教育类公共服务的投入和企业对新质生产资料的投入对两系统的贡献度较大。基于此提出对策，重庆市应加强政府的引导作用，加大对教育资源的投入并加快现代化产业转型升级。
