국문 초록

본 연구는 재난관리의 예방적 측면에 있어 정보경찰의 역할 및 재난안전정보 수집의 중요성을 검토하고 이의 효율적 활용방안을 모색하는데 목적이 있다. 재난으로부터 국민의 안전을 지키고 불안을 감소시키기 위해서는 생활 속의 위험요소와 재난관리체계 운영상의 문제점을 사전에 효과적으로 예방, 관리하여 재난 및 안전사고의 발생 가능성을 낮추는 것이 필요하다. 이에 따라 각종 재난과사고가 발생하였을 때 신속하게 대처할 수 있도록 유도하여 피해를 최소화하려는 노력의 필요성이 증대되고 있다. 경찰은 전통적 경찰의 역할인 치안유지 기능 이외에도 국가재난 시에는 재난 관리와관련하여 다양하고 적극적인 개입을 할 수 있도록 하고 있으며, 지역안전 예방정보활동을 통해 재난안전정보를 수집하여 지역의 재난예방활동을 수행 중이다. 이를 위하여 재난예방에 있어 재난안전정보의 중요성과, 정보경찰의 재난안전정보 수집에 대한법적 근거, 정보경찰의 재난안전정보 수집 사례를 살펴보고, 재난관리에 있어 정보경찰의 효율적 활용방안을 제시하였다.

영문 초록

In order to protect the safety of the public and reduce anxiety caused by disasters, it is increasingly necessary to effectively prevent and manage risk factors in daily life and problems in the operation of the disaster management system in advance to reduce the likelihood of disasters and safety accidents, and to minimize damage by inducing rapid response when various disasters and accidents occur. Accordingly, in addition to the traditional role of the police, which is to maintain public order, the police are making various active interventions related to disaster management during national disasters, and are collecting disaster safety information through local safety prevention information activities to carry out local disaster prevention activities. The purpose of this study is to examine the role of intelligence police and the importance of collecting disaster safety information in the preventive aspect of disaster management, and to seek ways to utilize it efficiently. To this end, the importance of disaster safety information in disaster prevention, the legal basis for the collection of disaster safety information by the intelligence police, the cases of disaster safety information collection by the intelligence police, and the efficient utilization of the intelligence police in disaster management were examined.
