자치경찰제에 관한 정책 평가 연구: 정책평가의 기준과 성공 범주를 중심으로

국문 초록

본 연구의 목적은 2021년 7월 도입된 자치경찰제가 성공한 정책인지 실패한 정책인지 밝히는데 있 다. 역대 정부는 다양한 이해관계자 간의 상충과 제도적 이견 등으로 자치경찰제 도입에 난항을 겪었 으나, 2021년 7월 문재인 정부는 검·경 수사권 조정에 따라 비대해진 경찰 권력을 분산하기 위한 수 단으로 자치경찰제가 추진되었다. 본 연구는 자치경찰제 정책을 분석함에 있어 McConnell(2010)의 세 가지 정책 평가 기준을 활용하였으며 과정적 차원은 과정·법적 정당성 확보와 정치적 지속가능성, 프 로그램 차원은 정책목표에 따른 집행, 정책목표의 의도한 결과 달성, 정책대상자 이익, 마지막으로 정 치적 차원은 정부 정책의 가치와 방향 유지, 정부의 신뢰도 기여 중심으로 분석하였다. Marsh & McConnell(2010)의 정책 성공 범주에 따라 과정적 측면은 갈등적 성공, 프로그램과 정치적 측면에서 는 불안정한 성공으로 평가하였다. 이를 종합한 결과 자치경찰제는 전반적으로 실패한 정책이었음을 확인할 수 있었다. 본 연구는 해당 정책에 대한 과정과 시행의 전반적인 맥락을 다뤄 이해를 도왔다. 결론에서는 Moore(1995)의 정치적 관리(political management) 측면에서 자치경찰제 정책의 아쉬운 부분을 중점으로 향후 자치경찰제의 정책 성공을 위해 관리적 방안을 논의한다.

영문 초록

The purpose of this study is to clarify whether the self-governing police system introduced in July 2021 is a successful or failed policy. Previous governments failed to introduce the autonomous police system due to conflicts and institutional differences among various stakeholders, but in July 2021, the Moon Jae In government promoted the autonomous police system as a means to disperse bloated police power. This study used McConnell (2010)'s three policy evaluation criteria in analyzing the self-governing police system policy, and the process dimension was centered on securing process and legal legitimacy and political sustainability, execution according to policy goals, achievement of policy goals, and finally, political dimension. According to Marsh & McConnell (2010)'s policy success category, the process aspect was evaluated as conflict success and unstable success in program and political aspects. As a result of synthesizing these, it was confirmed that the autonomous police system was a failed policy overall. This study helped understand the overall context of the process and implementation of the policy. In conclusion, in terms of political management of Moore (1995), management measures are discussed for the success of the policy of the autonomous police system in the future, focusing on the regrettable part of the policy of the autonomous police system.
