국문 초록

이 연구는 2020년 ‘6·25전쟁’ 발발 제70주년을 앞두고, 전쟁 기간 동안 당시 육군 헌병(憲兵)과 관련된 일간지 기사들을 토대로 헌병이 치안활동에 기여한 바를 살펴 보는데 그 목적이 있으며, 다음과 같은 몇 가지 관점에서 의미가 있다. 첫째, 육군 헌병은 대한제국 육군참장(陸軍參將)의 상소에 의해 고종황제가 조례(條例)를 반포하여 창설되었고, 전쟁 후에는 미군의 군사제도를 접목하여 발전시킨 군사경찰(軍事警察)이다. 둘째, 전쟁에서 승리하기 위해 자원입대한 헌병학교 동지들, 적 전차와 맨몸으로 맞서 싸운 육탄결사대, 반공애국포로 석방 작전에서 헌병의 과단성 있는 행동 등은 국가안보에 기여하였다. 셋째, 전쟁의 혼란함 속에서 국민의 민생을 해치고 치안을 어지럽히는 범죄자들을 단속하고 체포하였다. 특히, 한국은행 금괴 반출 호송작전의 성공은 전쟁 후 국가경제 재건의 밑거름이 되었고, 흥남 철수 작전에서 헌병은 피난민(避難民)의 질서유지와 안전한 수송에 기여함으로서 국민의 생명을 보호하는데 의미 있는 역할을 하였다. 반드시 국민들의 의지가 반영되어야 전쟁에서 승리하고 국가를 지킬 수 있으며, 참담한 전쟁의 비극 속에서 조국을 지키는데 보탬이 되고자 노력한 헌병 활동의 의미를 되새겨 볼 필요가 있다. ‘6·25전쟁’ 초기 혼란함으로 인하여 군 및 헌병 관련 일간지 기사를 더 많이 찾지 못함은 다소 아쉽지만, 이 연구가 잊어서는 안 되는 역사의 교훈을 되새기고 짓밟혀도 다시 일어날 수 있는 튼튼한 국민적 안보관 형성에 도움이 되길 기대한다.

영문 초록

This study aims to examine the contributions of military police to security activities based on the daily articles related to the Army military police during the war, ahead of the 70th anniversary of the '6·25 war' in 2020, In terms of meaning. First, the Army military police was established by promulgating the ordinance of King Kojong by the appeal of the ROK Army chief of staff, After the war, the military police was developed since the military system of the US military was grafted onto it. Second, the military school police comrades who volunteered to win the battle, the coal brigade who fought unarmed against enemy chariots, and the decisive action of the military police in the operation of releasing the anti-communist patriotic prisoners contributed to national security. Third, in the turbulence of war, criminals who undermined the public's lives and disrupted public security were cracked down and arrested by the army military police. In particular, the success of the Bank of Korea gold bullion escort operation became the foundation in rebuilding the national economy after the war, and in the Hongnam evacuation operation, the military police played a significant role in protecting people's lives by contributing to the maintenance of order and safe transportation of refugees. Only by reflecting the will of the people can we win the battle and protect the country, it is necessary to reconsider the meaning of the military police activities that have been endeavoring to help preserve our country in the tragedy of war. It's a bit unfortunate to get a few of military and military police related daily articles due to the initial confusion of the '6·25 war', it is hoped that this research will help us to build a strong national security that can be start up again even it is trampled upon and recall lessons of history that should not be forgotten.
