국문 초록

Objective: This study aims to examine the structural barriers and key phenomena hindering the realization of social value in long-term care institutions through a qualitative approach. It also seeks to identify intervention conditions and collaborative strategies to enhance public accountability and protect the rights of older adults. Methods: A qualitative research design was used, involving in-depth individual and group interviews with five experienced facility managers in South Korea. Data were analyzed using grounded theory methodology through open coding and category formation, based on Strauss and Corbin’s paradigm model. Results: The study found several structural challenges, including inconsistent service delivery, regional care disparities, and limited access for vulnerable groups. Contributing factors included institutional disconnection, weak community engagement, and unstable policy frameworks. These issues resulted in declining service quality, weakened public trust, and operational difficulties. Conclusions: Strategic interventions such as enhanced policy support, staff training, and local partnerships are essential to improve institutional publicness, ensure the rights of older adults, and foster sustainable long-term care environments.
