일본 아동수당제도의 확충과 시사점 - 2024년 아동수당법 개정 내용을 중심으로

국문 초록

2018년 아동수당법의 제정으로 아동수당제도가 도입되었다. 도입 당시 6세 미만 아동을대상으로 지급되던 아동수당은 현재 8세 미만 아동까지 지급되고 있다. 그러나 양육자의 입장에서는 정작 양육비 부담이 커지는 시기에 아동수당이 단절되어 아동수당 지급대상 확대에 대한 정책적 요구가 있어 왔고, 관련 법안도 국회에 계류되어 있다. 이에 본 연구는 우리보다 저출산에 대한 심각한 인식과 정책적 대응에 있어 앞서 있던 일본의 2024년 아동수당법 개정의 주요 내용을 분석하고 우리에의 시사점을 얻고자 하였다. 일본에서는 1971년 아동수당법을 제정한 이래 몇 차례의 정책적 변화를 거치다가 차원이 다른 저출산대책�� 아래 ‘가속화 계획’의 세부 시책으로 2024년 아동수당법에 근본적 개편이 이루어지게 된다.소득제한이 철폐되고 특례급여를 폐지함으로써 보편지급으로 선회하였고, 지급기간도 고등학생 연령까지 확대하였다. 다자녀 가산금 제도가 강화되었고, 비용부담 규정에 있어서 재원분담에 중요한 변화가 있었다. 일본의 이러한 개정을 통해 알 수 있는 것은 우리의 경우궁극적으로 지급대상을 확대하되, 단계적으로 추진할 필요가 있으며, 다자녀 추가수당제도에 대해서도 병행적으로 검토할 필요가 있다는 것이다. 특히 재원 확보 방안과 관련하여 폭넓은 시야로 충분한 논의와 연구를 통해 제도의 안정성과 지속성을 담보하는 것이 중요할것이다.

영문 초록

The Child Allowance Act was enacted in 2018. At the time of its introduction, the child allowance was paid to children under the age of 6, but it is now paid to children under the age of 8. However, from the perspective of caregivers, there has been a policy demands for expanding the eligibility criteria for the child allowance, as child allowance payments are discontinued at a time when the burden of childcare expenses increases. Related bills are currently pending in the National Assembly. This study analyzes the key provisions of Japan's 2024 revision of the Child Allowance Act, which has been ahead of Korea in terms of recognizing the severity of low birth rates and implementing policy responses, to derive implications for Korea. In Japan, since the enactment of the Child Allowance Act in 1971, several policy changes have been made, and under the “Unprecedented Countermeasures against the Declining Birthrate,” fundamental revisions to the Child Allowance Act were implemented in 2024 as part of the “Acceleration Plan.” The income limit was abolished, and special allowances were eliminated, shifting to universal payments. The payment period was extended to include high school age group. The multiple-child allowance system was strengthened, and significant changes were made to the cost burden provisions regarding funding sources. From Japan's revision, it can be inferred that in our case, while ultimately expanding the eligibility criteria, it is necessary to implement changes gradually. Additionally, it is important to concurrently review the multiple-child allowance system. Particularly regarding funding sources, it is important to ensure the stability and sustainability of the system through sufficient discussion and research with a broad perspective.
