국방혁신 4.0 정책의 비판적 고찰: 법적·제도적 관점을 중심으로

국문 초록

본 연구는 윤석열 정부가 추진한 국방혁신 4.0 정책의 법적·제도적 문제점을 분석하고 새 정부가 보완해야 할 정책적 함의를 제시하는 데 있다. 기존 연구는 대부분 국방혁신 4.0을 어떻게 구현할 것인가에 중점을 두고 연구가 이루어졌다. 본 연구는 노무현 정부부터 문재인 정부까지 4개 정부에서 추진한 역대 정부의 국방개혁 정책 추진 현황과 시사점에 대하여 알아보고 법적·제도적 관점에서 국방혁신 4.0 정책을 비판적으로 고찰해 보았다. 노무현 정부는 정부가 교체되더라도 국방개혁 정책의 일관되고 지속적인 추진을 위해 국방개혁법을 제정하여 법적 기반을 마련하고 국방개혁위원회와 장관 직속으로 국방개혁실을 설치하는 등 제도적 기반을 조성하였다. 새 정부는 윤석열 정부의 국방혁신 4.0 정책에서 나타난 법적·제도적 문제점을 토대로 새로운 국방 환경의 변화에 효과적으로 대응하도록 국방개혁법을 전면 개정하여 법적 근거를 명확하게 하고 국방개혁위원회와 국방개혁실 등 제도적 기반을 정상화시켜 정책 추진의 기반과 환경을 확실하게 조성해야 한다.

영문 초록

This study critically analyzes the legal and institutional shortcomings of the Defense Innovation 4.0 policy initiated by the Yoon Suk Yeol administration and presents policy implications that the new administration should consider. While existing research has largely focused on how to implement Defense Innovation 4.0, this study goes a step further by reviewing the defense reform policies pursued across four administrations—from Roh Moo-hyun to Moon Jae-in—and assessing their implications. In particular, the Roh administration established the Defense Reform Act to provide a legal foundation for the consistent and continuous promotion of defense reform across changes in government. It also created institutional structures, such as the Defense Reform Committee and Defense Reform Office under the Minister of National Defense. Drawing on the legal and institutional issues revealed in the Yoon administration’s Defense Innovation 4.0 policy, the new administration must comprehensively revise the Defense Reform Act to clarify its legal basis and reinstate institutional mechanisms, such as the Defense Reform Committee and Defense Reform Office. These steps are essential for effectively responding to the evolving defense environment and ensuring a stable foundation and environment for policy implementation.
