국문 초록

In response to the government’s pursuit of carbon neutrality and coal phase-out policies, local governments have adopted a top-down approach to develop “Early Mine Closure Response Economic Promotion Plans,” fostering new industries to replace coal mining in regions such as Taebaek, Samcheok, and Hwasun. Unlike previous efforts, local authorities have engaged continuously with residents to support the transformation of the regional industrial structure. This study provides significant insights by empirically demonstrating that top-down policy approaches may not always align with local conditions. Furthermore, it confirms that residential environments in former mining areas remain poor. To create cities where people choose to stay and to simultaneously generate employment through industrial restructuring, substantial improvements in the residential environment are essential.
