국문 초록

This study explores the key factors driving senior welfare housing development in response to an aging population. As life expectancy rises and the number of older adults grows, governments and private sectors face mounting pressure to provide housing that meets both practical and social needs. Historically, many of these projects were designed with administrative ease in mind, which often led to uneven facility distribution and limited focus on user experience. In light of recent policy changes, including renewed interest in “sale-type senior towns,” the research reassesses decision-making criteria using the Analytic Hierarchy Process (AHP). Input from 25 experts across development, construction, finance, operations, and public sectors helped identify three major categories: location, residential environment, and project feasibility. Each category includes detailed factors such as infrastructure, service access, and legal frameworks.The findings highlight the importance of reliable funding, clear regulations, and access to transportation and medical services. While financial stability remains a priority, experts also stress the value of creating livable, community-oriented spaces with practical, age-friendly design. These insights point to the need for a balanced approach that supports both business goals and the well-being of older adults. Future research may explore how local conditions and management models affect outcomes, shaping more effective strategies for senior housing.
