돌봄 활동가의 돌봄 경험에 대한 질적 연구 - 광주광역시 광산구를 중심으로

국문 초록

본 연구는 돌봄 활동가의 생생한 현장 경험을 바탕으로 돌봄 활동의 현실과 의미, 그리고 지향점을 분석함으로써 돌봄의 사회적 가치와 정책적 함의를 탐색하고자 하였다. 특히 노인과 장애인 등 복합적 욕구를 지닌 대상자에 대한 돌봄이 어떻게 수행되고 있는지를 중심으로, 제도적 돌봄과 실제 돌봄 사이의 격차를 밝히는데 주목하였다. 이를 위해 광주광역시 광산구 지역에서 2년 이상 돌봄 활동을 수행한 돌봄 활동가를 대상으로, 제도화된 돌봄 체계 안에서 그들이 실제로 경험하는 돌봄의 의미와 현실을 살펴보고자 반구조화 질문지를 활용하여 심층면담을 진행하였으며, 이 내용을 질적 분석 방법으로 분석하였다. 분석 결과, 돌봄 활동은 개인의 경험과 공동체적 연대의식에서 출발하여, 열악한 근로환경과 감정노동, 제도적 제약 속에서도 돌봄의 윤리와 존재의 의미를 실현하는 실천으로 나타났다. 돌봄 활동가들은 돌봄을 취약계층에 제공하는 단순한 서비스가 아니라, 상호적 관계를 기반으로 한 ‘돌봄 공동체’형성의 실천으로 이해하고 있었다. 본 연구는 이러한 돌봄 활동의 실천적 특성과 의미를 바탕으로 정책적·행정적·실천적 지향점을 제시하고, 돌봄의 공공성과 지속가능성을 보장할 수 있는 복지 정책 및 제도 설계의 필요성을 제언하였다. 이를 통해 돌봄을 둘러싼 담론을 재구성하고, 돌봄 노동의 사회적 재인식을 위한 이론적 기초를 제공하고자 한다.

영문 초록

This study aimed to explore the social value and policy implications of care by analyzing the reality, meaning, and orientation of care activities based on the vivid field experiences of care activists. In particular, the focus was on revealing the gap between institutional care and actual care, focusing on how care for subjects with complex needs, such as the elderly and the disabled, is being performed. To this end, in-depth interviews were conducted using a semi-structured questionnaire with care activists who had performed care activities for more than two years in the Gwangsan-gu area of Gwangju Metropolitan City to examine the meaning and reality of care they actually experience within the institutionalized care system, and the contents were analyzed using a qualitative analysis method. The results of the analysis showed that care activities originate from individual experiences and communal solidarity, and are practices that realize the ethics of care and the meaning of existence even in poor working environments, emotional labor, and institutional constraints. Care activists understood care as a practice of forming a 'care community' based on mutual relationships, not just a service provided to the vulnerable. Based on the practical characteristics and meanings of these care activities, this study suggested policy, administrative, and practical directions, and the need to design welfare policies and institutions to ensure the publicity and sustainability of care. Through this, it aims to reconstruct the discourse surrounding care and provide a theoretical basis for the social re-recognition of care labor.
