국문 초록

본 연구는 치안환경 변화에 대응하여 경찰 조직의 효율적 운영을 위한 조직진단 방향을 모색하는 것을 목표로 한다. 정부의 ‘통합활용정원제’ 시행에 따라 경찰은 조직진단 결과를 바탕으로 연간 1%의 자체 인력 조정을 수행하며, 대규모 증원이 필요할 경우 기존 인력을 우선하여 재배치하고 있다. 따라서 치안 수요 증가에도 불구하고 인력 확충이 제한되는 상황에서, 조직의 효율적 운영과 인력 재배분 전략이 더욱 중요해지고 있다. 이에 본 연구는 경찰조직의 특성을 고려한 조직진단 모형을 설계하고, 이를 효과적으로 활용할 수 있는 방안을 제시하고자 한다. 현재 경찰기관을 대상으로 한 조직진단 연구는 매우 제한적이며, 기존 연구는 주로 경찰 인력의 효율성에 초점을 맞추고 있다. 따라서 기존의 일반 행정기관이나 지자체를 대상으로 한 조직진단 문헌을 토대로, 일반 행정기관과 경찰기관의 조직진단 특성을 비교하여 경찰조직에 적합한 조직진단 방안을 탐색하고자 한다. 궁극적으로 본 연구가 경찰기관의 조직진단 절차와 방법을 발전시키는 데 기여하고, 치안 환경변화에 대응하기 위해 보다 효과적인 조직 운영 전략을 수립하는 데 실질적인 도움이 되기를 기대한다.

영문 초록

This study explores the direction of organizational diagnosis for the efficient operation of police organizations in response to changes in the security environment. As part of the government's implementation of the “Integrated Utilization and Recruitment System,” the police adjust 1% of their personnel annually based on the results of the organizational diagnosis. If a large increase in personnel is required, existing personnel will be reallocated first. Therefore, in a situation where the expansion of personnel is limited despite the increasing demand for security, the efficient operation of the organization and the strategy for reallocating personnel become more important. This study aims to develop an organizational diagnosis model that reflects the distinct characteristics of police organizations and to suggest effective utilization strategies. While prior research has mainly focused on general administrative agencies and local governments, studies on police organizational diagnosis remain scarce and limited to personnel efficiency. This study seeks to address this gap by adapting and applying existing diagnostic frameworks to the police context through comparative analysis. Ultimately, we hope that this study will contribute to the development of organizational diagnosis procedures and methods for police agencies and provide practical assistance in establishing more effective organizational management strategies in response to changes in the security environment.
